John F. Hall, Jr. is serving his third term on the Rockville City Council. He was re-elected to the City Council in 2011.  He served two consecutive terms from 2001-2005, then stepped-down from the City Council, but remained active on Rockville City commissions, as a Montgomery County Public Schools cluster coordinator, and member of the Board of Directors of the Montgomery County Parent-Teacher Association, as well as a member of the Peerless Rockville Board of Directors.

During his first two terms on the City Council, John was a member of the Montgomery County Chapter of the Maryland Municipal League and a member of the Transportation Infrastructure and Services Policy Committee of the National League of Cities.

During his first tenure on the Rockville City Council, John was a strong advocate of advancing public safety and protecting pedestrians.  His landmark proposal to require all new single-family homes built in Rockville to be equipped with fire sprinklers was adopted in September 2002, an initiative which Montgomery County and other jurisdictions quickly followed.

John supported Rockville's Town Square project – and the overall Town Center development – and his advocacy was steeped in the need for the downtown to reflect many of the characteristics of historic Rockville.

Before he was first elected to the City  Council in 2001, John served for nearly five years on the Rockville City Traffic and Transportation Commission, serving two consecutive terms as its chairman, from 1999 to 2001, being the first commissioner elected to consecutive terms as chairman.  John had also served on several Maryland State Highway Administration transportation working groups seeking solutions to regional transportation issues. 

John worked to preserve and enhance Rockville's historical treasures through his activities as a life member of Peerless Rockville Historic Preservation, where he served on the Board of Directors from 2000 to 2001, and subsequently from 2010 to 2011.

John is a nationally-licensed emergency medical services provider and master firefighter, serving for more than two decades as an active member of the Bethesda-Chevy Chase Rescue Squad.  He also served for several years as vice president of the Rescue Squad, as well as a member of its Board of Directors. 

John is a licensed trial attorney who serves as the National Aeronautics and Space Administration's Director for Export Control and Interagency Liaison.  From 1994 to 2000, John served as the Senior Counsel for International and Commercial Space Programs at NASA Headquarters.  He has been awarded NASA's Spaceship Earth Award for outstanding community service and leadership, as well as citations from NASA's Office of the Inspector General and the Kennedy Space Center.  Before joining NASA, John spent several years as an attorney at the United States Department of Commerce, where he was awarded the Commerce Department's highest honor: the Gold Medal, given for his work in developing effective export control programs in the newly-democratic nations of Central and Eastern Europe.  Previously, John served as a successful international trade and trial attorney in private practice.

John is a graduate of the Washington & Lee University School of Law and Georgetown University's School of Foreign Service.  He also completed independent study in Warsaw, Poland, for undergraduate and law school, as well as law studies in Moscow and Leningrad, Russia.
