Highlights of the August 2 Mayor and Council Meeting
The Mayor and Council met on Monday, Aug. 2, at City Hall. The agenda included a presentation on the Water Resources Element and the Municipal Growth Element of the Comprehensive Master Plan, a presentation on community branding and recognition of former members of the City’s boards and commissions.
The following items outline many of the decisions that were made and discussions that were held.
Mayor and Council Receive Water Main Update
The Director of Public Works Craig Simoneau gave the Mayor and Council an update on work to repair a water main that broke twice in July.
Currently, the City is preparing to award a contract to an investigation firm that would start its work to assess the repairs needed for the pipe. The City has also been working to order materials necessary to repair and protect, the main 24-inch distribution line, including a new hydraulic surge suppression tank.
The City’s CIP (Capital Improvements Program) budget highlights more details on the surge tank project.
Presentations on Elements of Master Plan Given
The Mayor and Council heard a presentation on the Water Resources Element and the Municipal Growth Element .
The Water Resources Element presents an analysis of the long-term capacity demands anticipated for the drinking water, wastewater and stormwater infrastructure and programs given Rockville's projected population growth between 2010 and 2040. The Water Resources Element also makes recommendations to meet these future service demands.
The Municipal Growth Element provides projections of population and employment growth in Rockville, including the general locations within the city where this growth is likely to occur. It then assesses the impacts of projected growth on certain public services and infrastructure.
Residents can read more about these two pieces of the master plan and make any comments to mayorcouncil@rockvillemd.gov. The Mayor and Council will hold a public hearing on the two elements at their Sept. 13 meeting.
City Clerk Appointment Becomes Official
Glenda Evans officially took the helm as Rockville City Clerk Monday night after the Mayor and Council adopted a resolution to designate her to the position.
Evans, who has served as the Executive Administrative Assistant to the Chairman of the Nuclear Regulatory Commission since 2008, will provide administrative and clerical support for the Mayor and Council. She will also administer City elections, provide staff support for the Board of Supervisors of Elections and the Compensation Commission, and maintain up-to-date records for the City.
Overview Given of Rockville Park Nomination to Historic Register
The Mayor and Council voted to have staff move forward with notifying residents about a nomination for the Rockville Park subdivision to the National Register of Historic Places.
Rockville Park is the first subdivision east of the railroad tracks. The survey of East Rockville and the subsequent preparation of this National Register nomination for the Rockville Park subdivision has its roots in the Comprehensive Master Plan (2002) and the East Rockville Neighborhood Plan.
The preparation of the Rockville Park National Register nomination developed from an historic survey and conversations with the East Rockville Civic Association, in combination with a determination by the Keeper of the National Register in 2001 that Rockville Park was eligible for listing in the National Register.
The National Register nominations will first go to the Maryland Historic Trust before being put out for public review. Both the Historic District Commission and the Mayor and Council will hold public hearings on whether to support the nomination.
Mayor and Council Discuss Community Branding
The Mayor and Council heard a presentation from ROI/CRC, a consulting firm, on work completed to date to develop a brand for the city that reflects its “past, present and future. …”
The scope of work for the brand project includes research and analysis; creative development to include a logo and tagline; an implementation plan including costs; style guide directing use of the logo and tagline; and substantial community input. Research and analysis is nearly complete.
The next step is for ROI/CRC to finalize the strategic marketing document, which will outline the recommended brand. It will then develop creative elements to express the Rockville brand. An implementation plan will also be developed. No funds have been budgeted for implementation of the new brand at this time.
Board and Commission Volunteers Recognized
The Mayor and Council honored 31 volunteers on Monday for their dedication and years of service to various boards and commissions in Rockville.
Each former member of a board or commission was recognized with a certificate of appreciation during the meeting.
