MINUTES
Meeting of Lincoln Park Community Preservation Committee
Lincoln Park Community Center

August 24, 2004  
7:30 p.m.

Committee Present:  Fran Hawkins, Wilma Bell, James Wilburn, Bessie Corbin, Cindy Hall, Anita Summerour, W. F. Pec, Jim Johnson (representing Rev. Grant of Mt. Calvary Baptist Church), Maude Kilgo, Dorothy Prather, Hazel Offutt, and Joy Murorunkwere. City of

Rockville staff members present:  Jim Wasilak, Chief of Long Range Planning, Judy Christensen and Shelby Spillers, Planners. 

Planner Judy Christensen covered the committee organization portion of the agenda.  Cindy Hall accepted the Committee Chair with Hazel Offutt as Vice Chair.  The chair will keep order and advance the agenda.

The fall monthly meeting date will be the first Thursday of the month beginning October 7 and including November 4 and December 2. Staff will submit Draft Plan material for advance review as it is prepared. 

The Committee suggested several ways to increase community outreach:  The monthly agendas and summaries sent to each household in Lincoln Park will be in English and Spanish. The Lincoln Park Community Preservation web page address will be included and a comment link will appear on the web page.  All residents will be invited to attend.  A public comment portion will be added to each agenda to receive verbal comments and suggestions from attendees to the Committee.  Another section will be added to receive discussion items for the next agenda as well.  

The minutes of the August 10, 2004 meeting were reviewed.  It was suggested that those present and absent be listed.  It was noted that Ms. Anita Powell and Rev. Grant of Mt. Calvary were invited to participate on the committee as they expressed some concerns with preservation in Lincoln Park which need to be addressed. Neither of them was able to attend the meeting of August 10.  Reverend Grant designated Mr. Jim Johnson to attend on his behalf at the meeting of August 24.  The Committee hopes to get a full roster and complete discussion of the issues and concerns at the fall meetings.

The Committee reviewed the mission statement and goals and objectives of the Draft Preservation Plan.  Some language changes were discussed and some of the objectives were eliminated as duplicates or not applicable to Lincoln Park. It was suggested that the Lincoln Park Neighborhood Plan Goals that are cited be clearly explained as the basis for the preservation plan and that the mission, goals and objectives in the draft preservation plan are detailed enhancements to the Neighborhood Plan. Completed draft sections will be posted on the web page and any subsequent changes will be highlighted.

Planner Shelby Spillers will produce the architectural style sheets that will be the legal basis for any guidelines.  Judy Christensen will work on overall development guidelines based on historical and existing development and architecture with local historian Sharyn Duffin, Bessie Corbin and Peerless Rockville among others. Ms. Spillers introduced an interactive computer map and a set of flashcards that will facilitate the style type sheets and guidelines and contribute to the final chapter on the character of Lincoln Park. These will be ready for review at the October meeting if not before.
