This plan follows the Resource Protection Planning Process (RP3) devised by the National Park Service, U.S. Department of the Interior designed to facilitate the management of historic resources. The model consists of three parts: historic contexts, operating plans, and management plans. Additional guidance was given by the Maryland Historical Trust's statewide "Comprehensive Historic Preservation Plan", published in 1986.

This document has four chapters. The first consists of an introduction and discussion of Rockville's physical and cultural setting. The second contains goals and objectives. The third chapter is divided into seven historic contexts (two prehistoric and five historic) with the historic periods subdivided into eight thematic units with accompanying operating plans. The operating plans consist of six parts: identification, documentation/research gaps, registration, stresses, recommendations for protection, and implementation steps by 2-3 and 5-10 year intervals. The fourth chapter contains management plans keyed to the City's Planning Areas which consider stresses and assets and highlights oportunities. A summary of implementation measures by implementing body, historic context, and planning area is included. Appendices include the Secretary of Interior's Archeology and Historic Preservation Guidelines, Maryland Historical Trust Historic Context Outline, Definition and Criteria for historic resources, Rockville HDC Rules of Procedure, Proposed Technical Briefs, Tax Incentives for Historic Properties, Article 66B of the Maryland Annotated Code, Bibliography, and an Index of the historic contexts.
