2016 City of Rockville Community Survey

Driven by the Performance Measurement Program, every two years the City administers a community satisfaction survey. The survey is used to gather community perception data. For the 2016 survey the Mayor and Council increased the number of participants from 2,000 to 3,000. The larger sample makes the survey more accurate. Survey participants are asked to rate their satisfaction with the quality of life in the City, the community’s amenities, and with local government.

Results

Of those responding to the survey conducted by the National Research Center of Boulder, Colo., 92% said the quality of life in Rockville was “excellent” or “good,” and 86% said the quality of services was “excellent” or “good.”

Among 67 categories of evaluative questions that appear on surveys conducted by other jurisdictions, Rockville was “much higher than the benchmark” or “higher than the benchmark” in 45 categories “similar to the benchmark” in 13 categories, and “lower than the benchmark” or “much lower than the benchmark” in 9 categories. 

The four-page 2016 survey was mailed to 3,000 randomly selected households in the city, whose population is approximately 63,000. Thirty-seven percent (37%) of survey recipients completed surveys. The national average for municipal surveys ranges from 25 to 40 percent.

In addition to English, the survey was made available in five languages (Spanish, Chinese, Korean, Russian and Vietnamese), reflecting the City’s growing diversity. Translation assistance was provided to 86 residents and 35 surveys were returned in a language other than English.

Survey Background

The first survey was conducted in 2001, and taken in odd numbered years in 2001, 2003, 2005 and 2007. The timing was adjusted to have results available for the budget process, and subsequent surveys were every other year from 2008 on.  

This year’s survey results are available in time for the Fiscal Year 2018 budget process. This comprehensive feedback tool provides residents with the opportunity to rate the quality of life in the City, the community’s amenities and City programs and services.

The survey results yield important data that help the City measure its performance over time. The Community Survey is one of many ways the City receives feedback from its residents. 

The National Research Center, Inc. (NRC) completed the 2016 Rockville Survey data collection and analysis and submitted the Report of Results. The survey period spanned approximately eight weeks from October 3 through November 28, 2016.  A total of 1,066 surveys were completed and yielded a response rate of 37%.
