2014 City of Rockville Community Survey
Driven by the Performance Measurement Program, every two years the City administers a community satisfaction survey. The survey is used to gather community perception data. Surveys are mailed to 2,000 randomly selected households. Survey participants are asked to rate their satisfaction with the quality of life in the City, the community’s amenities, and with local government.

The results from the eighth Rockville Community Survey say residents like living in the City.

Of those responding to the survey conducted by the National Research Center of Boulder, Colo., 93% said the quality of life in Rockville was “excellent” or “good”.

Among 67 categories of evaluative questions that appear on surveys conducted by other cities, Rockville was “much higher than the benchmark” or “higher than the benchmark” in 50 categories “similar to the benchmark” in 8 categories, and “lower than the benchmark” or “much lower than the benchmark” in 9 categories.

The four-page 2014 survey was mailed to 2,000 randomly selected households in the city, whose population is approximately 62,000. Forty one percent of survey recipients completed surveys. The national average for municipal surveys ranges from 25 to 40 percent.

In addition to English, the survey was made available in five languages (Spanish, Chinese, Korean, Russian and Vietnamese, reflecting the City’s growing diversity. Translation assistance was provided to 135 residents and 37 surveys were returned in a language other than English.

Survey Background

The survey has been conducted biennially in 2001, 2003, 2005 and 2007. The timing was changed to even number years in 2008, 2010, 2012 and 2014 in order to have the results during the budget process.

This year’s survey results are available in time for the Fiscal Year 2016 budget process. This comprehensive feedback tool provides residents with the opportunity to rate the quality of life in the City, the community’s amenities and City programs and services.

The survey results yield important data that help the City measure its performance over time. The Community Survey is one of many ways the City receives feedback from its residents.

The National Research Center, Inc. (NRC) completed the 2014 Rockville Survey data collection and analysis and submitted the Report of Results. The survey period spanned approximately seven weeks from Sept. 30 through Nov 21, 2014. A total of 792 surveys were completed and yielded a response rate of 41%, an increase over 2012 response rate of 36%.
