THE CITY OF ROCKVILLE'S NOTICE
OF A PROPOSED REAL PROPERTY TAX INCREASE

The Mayor and Council of Rockville, Maryland proposes to increase real property taxes.  
1. For the tax year beginning July 1, 2016, the estimated real property assessable base will increase by 0.7% from $12,062,682,398 to $12,151,970,344.   

2. If the City of Rockville maintains the current tax rate of $0.292 per $100 of assessment, real property tax revenues will increase by 0.7% resulting in $260,721 of new real property tax revenues. 

3. In order to fully offset the effect of increasing assessments, the real property tax rate should be reduced to $0.2899, the constant yield tax rate. 

4. The City is considering not reducing its real property tax rate enough to fully offset increasing assessments.  The City proposes to adopt a real property tax rate of $0.292 per $100 of assessment.  This tax rate is 0.7% higher than the constant yield tax rate and will generate $260,721 in additional property tax revenues. 

A Public Hearing on the proposed real property tax rate increase will be held at 7:00 p.m. on Monday, March 21, 2016, at the Mayor and Council Chambers, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland.  

The hearing is open to the public, and public testimony is encouraged.

Budget Public Hearing Notice

Notice is hereby given that the Mayor and Council of Rockville will conduct a public hearing on Monday, March 6, 2017, at 7:00 p.m., or as soon thereafter as it may be heard, in the Council Chambers, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland, in connection with a proposed budget and ordinance to appropriate funds and levy taxes for Fiscal Year 2018, including the levying of taxes on property located in special taxing districts in the Town Center.  At the same time, the Council will hear testimony on a proposed Capital Improvements Program for Fiscal Year 2018 through
2022.  An additional public hearing on the FY2018 budget is scheduled for April 3, 2017,  beginning at 7:00 p.m.

In addition, the Mayor and Council will hear testimony on the proposed Stormwater Management Fee to support the City’s stormwater management, storm drainage, and related water quality programs.

Role of the Rockville Police Department in the enforcement of Federal immigration laws

Notice is hereby given that the Mayor and Council of Rockville, Maryland will conduct a public hearing on Monday, March 6, 2017, at 7:00 p.m. or as soon thereafter as it may be heard in the Council Chamber, Rockville City Hall, 111 Maryland Ave, Rockville, Maryland, regarding the role of the Rockville Police Department in the enforcement of Federal immigration laws.

Smoking Ban in Outdoor Eating Areas

Notice is hereby given that the Mayor and Council of Rockville, Maryland will conduct a public hearing on Monday, March 27, 2017, at 7:00 p.m. or as soon thereafter as it may be heard in the Council Chamber, Rockville City Hall, 111 Maryland Ave, Rockville, Maryland in connection with a potential smoking ban at outdoor seating areas of all eating establishments that is under consideration by the Mayor and Council.  This matter was discussed by the Mayor and Council at their meeting on February 6, 2017.  The Mayor and Council is considering whether to extend the applicability of the City’s current smoking prohibition to outdoor dining areas, patios, decks, porches, and other outdoor seating or serving areas of eating establishments.

Notice is hereby given that the Mayor and Council of Rockville, Maryland will conduct a public hearing on Monday, March 13, 2017 at 7:00 p.m., or as soon thereafter as it may be held in the Council Chamber, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland in connection with Sectional Map Amendment Application No. MAP2017-00115, Historic District Commission of Rockville, Applicant.


Said application requests that the boundaries of the Historic District Zone as designated on the Rockville Zoning Map be amended to include the property identified as Lot 1, Block 3, as shown on Plat No. 9611 and further identified as Americana Centre Condominium, Rockville Town Center.
