Notice is hereby given that the Mayor and Council of Rockville, Maryland, will conduct a public hearing on Monday, September 11, 2017, at 7:00 p.m., or as soon thereafter as it may be heard, in the Council Chamber, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland, in connection with Text Amendment Application TXT2018-00246, Mayor and Council of Rockville, Applicant.

The purpose and intent of this application is to amend Chapter 25 of the Rockville City Code entitled “Zoning” by amending Sections 25.03.02, 25.12.03, 25.13.03, and 25.16.03 so as to add definitions of two new uses, “alcoholic beverage production” and “alcoholic beverage production, limited;” to identify the zones where the uses may be permitted; and to establish a parking standard for the uses

Community Development Block Grant (CDBG)

Notice is hereby given that the Mayor and Council of Rockville, Maryland, will conduct a public hearing on Monday, September 11, 2017 at 7:00 p.m., or as soon thereafter as it may be heard, in the Council Chamber, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland for receiving input on community needs for the Community Development Block Grant for Fiscal Year 2019 (Program Year 44).  Testimony from this hearing will be considered by the Mayor and Council in funding decisions.

The Community Development Block Grant (CDBG) is a federal grant for housing and community development programs. The City of Rockville has received approximately $230,000 annually over the last several years.

To be eligible for funding, all CDBG projects must principally benefit low and moderate-income people or prevent or eliminate slums and blight and comply with all Federal program requirements.  CDBG funds can be used to acquire property for public uses (recreation, public facilities, historic preservation, neighborhood conservation); build public facilities (roads, curbs, sidewalks, parks, neighborhood facilities, sewerage collection systems, water distribution systems, flood and drainage systems); remove architectural barriers for people with disabilities and the elderly (widen doors, install wheelchair ramps); provide loans and grants to rehabilitate houses and apartments; provide programs to preserve and restore public or private historic properties; and implement economic development activities (training programs, energy conservation programs, commercial revitalization).

Chapter 17 Public Hearing Notice  "Purchasing" 

 Notice is hereby given that the Mayor and Council of Rockville, Maryland, will conduct a public hearing on July 10, 2017, at 7:00 p.m., or as soon thereafter as it may be heard, in the Council Chambers, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland, in as it relates to amending Chapter 17 of the Rockville City Code entitled “Purchasing.”

SUMMARY NOTICE OF BOND SALE
$9,910,000* GENERAL OBLIGATION BONDS, SERIES 2017A
 

NOTICE IS HEREBY GIVEN that Mayor and Council of Rockville, Maryland (the “City”) will receive written sealed bids for the above-captioned bonds (the “Bonds”) at 12:00 P.M. Eastern Daylight Time on June 5, 2017, at the offices of PFM Financial Advisors LLC, 50 South Sixth Street, Suite 2250, Minneapolis, Minnesota 55402, or via the Parity electronic bidding system. 

THE WINNING BIDDER MUST PURCHASE ALL OF THE BONDS.

After receipt of bids is closed and prior to the award, the apparent successful bidder for the Bonds must submit a good faith deposit of $99,100 to the City by wire transfer as instructed by the City or its financial advisor.  An award to the apparent successful bidder is contingent upon receipt of the good faith deposit, and the Bonds will not be awarded to such bidder until the City has confirmation of receipt of the good faith deposit.  No interest will be allowed on any good faith deposit. In the event the successful bidder shall fail to comply with the terms of its bid, its good faith deposit may be retained as and for full liquidated damages.

The Bonds are authorized by Article VII, Section 11 of the Charter of the City of Rockville and in Subtitle 3 of Title 19 of the Local Government Article of the Annotated Code of Maryland, as amended.  The Bonds are expected to be issued on July 11, 2017, and will be dated as of the date of issuance.  The Bonds will mature on June 1 in the years and in the principal amounts as follows:

The Bonds are being issued for the purpose of providing funds for (i) financing water, sewer, recreation center and property capital projects in the City; and (ii) paying the costs incurred by the City in connection with the issuance, sale and delivery of the Bonds. 

The Bonds will bear interest at such fixed rates of interest as are specified by the successful bidder in its bid.  The successful bidder will be determined based on the lowest interest cost to the City.  The Bonds maturing on or after June 1, 2028 shall be subject to redemption prior to their respective maturities at the option of the City on or after June 1, 2027, either as a whole or in part at any time, in such order of maturity and within any maturity in such amount as directed by the City, at par plus accrual interest; the Bonds may also be subject to mandatory sinking fund redemption, as provided in the official Terms of Offering referred to below.  The City reserves the right to reject any or all bids.

THE CITY OF ROCKVILLE'S NOTICE
OF A PROPOSED REAL PROPERTY TAX INCREASE

The Mayor and Council of Rockville, Maryland proposes to increase real property taxes.  
1. For the tax year beginning July 1, 2016, the estimated real property assessable base will increase by 0.7% from $12,062,682,398 to $12,151,970,344.   

2. If the City of Rockville maintains the current tax rate of $0.292 per $100 of assessment, real property tax revenues will increase by 0.7% resulting in $260,721 of new real property tax revenues. 

3. In order to fully offset the effect of increasing assessments, the real property tax rate should be reduced to $0.2899, the constant yield tax rate. 

4. The City is considering not reducing its real property tax rate enough to fully offset increasing assessments.  The City proposes to adopt a real property tax rate of $0.292 per $100 of assessment.  This tax rate is 0.7% higher than the constant yield tax rate and will generate $260,721 in additional property tax revenues. 

A Public Hearing on the proposed real property tax rate increase will be held at 7:00 p.m. on Monday, March 21, 2016, at the Mayor and Council Chambers, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland.

Budget Public Hearing Notice

Notice is hereby given that the Mayor and Council of Rockville will conduct a public hearing on Monday, March 6, 2017, at 7:00 p.m., or as soon thereafter as it may be heard, in the Council Chambers, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland, in connection with a proposed budget and ordinance to appropriate funds and levy taxes for Fiscal Year 2018, including the levying of taxes on property located in special taxing districts in the Town Center.  At the same time, the Council will hear testimony on a proposed Capital Improvements Program for Fiscal Year 2018 through
2022.  An additional public hearing on the FY2018 budget is scheduled for April 3, 2017,  beginning at 7:00 p.m.

In addition, the Mayor and Council will hear testimony on the proposed Stormwater Management Fee to support the City’s stormwater management, storm drainage, and related water quality programs.

Smoking Ban in Outdoor Eating Areas

Notice is hereby given that the Mayor and Council of Rockville, Maryland will conduct a public hearing on Monday, March 27, 2017, at 7:00 p.m. or as soon thereafter as it may be heard in the Council Chamber, Rockville City Hall, 111 Maryland Ave, Rockville, Maryland in connection with a potential smoking ban at outdoor seating areas of all eating establishments that is under consideration by the Mayor and Council.  This matter was discussed by the Mayor and Council at their meeting on February 6, 2017.  The Mayor and Council is considering whether to extend the applicability of the City’s current smoking prohibition to outdoor dining areas, patios, decks, porches, and other outdoor seating or serving areas of eating establishments.
