Julie Palakovich Carr is serving her second term on the City Council.
She serves as the council liaison to the Animal Matters Board, Environment Commission and Traffic and Transportation Commission.

Prior to being elected, Palakovich Carr served two terms on Environment Commission. During her tenure, she contributed to the city’s successful application to be certified as a sustainable city; Rockville was the second municipality in Maryland to earn this distinction.

Palakovich Carr chaired the Adequate Public Facilities Ordinance Review Committee, an advisory group convened by the Planning Commission to review the city’s policies on new development.

She served as vice chair of the City Services and Budget Working Group. The group was convened as part of the Rockville Summit. The working group reviewed the city’s finances and made recommendations to ensure the long-term fiscal health of Rockville, while preserving the services that residents depend upon.

Palakovich Carr participated on the Watersheds Committee from 2009 to 2013 and chaired that body from January 2011 to June 2012. She contributed to several policies that protect drinking water quality and improve human and environmental health. The group also organizes a biannual stream cleanup in Maryvale Park.

She trained as a biologist at the University of Minnesota, where she received her master’s degree. Her bachelor's degree in biology is from Boston University.

Palakovich Carr is the public policy manager at the American Institute of Biological Sciences, a nonprofit scientific association. She also volunteers with the Montgomery County SPCA.

A Rockville resident since 2007, she and her husband Eric live in East Rockville with their son Bradford.
