Rockville's Organizing Communities and Neighborhoods (ROC-N) Matching Grant Program
The Rockville's Organizing Communities and Neighborhoods (ROC-N) Matching Grant Program was established to support and empower neighborhood associations and to encourage active citizen participation. Through the program, neighborhood organizations may apply for monetary assistance to support projects, actions and initiatives within their community. The program is built upon the premise that people who live and work in a neighborhood are its most valuable resource and are best able to identify the needs of the community, make improvements or devise solutions to problems.

All grants are based on a 1:1 match by the awarded organization. At least 25 percent of the matching must be volunteer hours.

Qualifying Projects
For a project to qualify, it must meet at least one of the following criteria
  • Strengthen and improve neighborhood organizations and citizen groups.
  • Improve the appearance of City neighborhoods or the Rockville community.
  • Advance inter-neighborhood or community cooperation.

Eligibility Requirements

  • Show proof of regular membership meetings.
  • Provide a copy of by-laws and/or Articles of Incorporation that includes a list of current officers and a copy of the organizational budget, if applicable. 
  • Provide evidence of an ability to maintain the project, if applicable.
  • Provide evidence of the availability of the required match in the form of dollars or in-kind services for the grant project specified. 
  • Ensure that the project meets all applicable City laws, codes and policies.


Application Process
Applications due April 12, 2018

Qualified neighborhood organizations are eligible for up to $1,000 annually and must provide a match (cash or in-kind) equal to the grant amount requested. Applicants are encouraged to apply as early as possible during each fiscal year, since funding is limited.

Complete the online application with the budget form by April 12.


Step 2
Review the application criteria to understand how the judges make their decision. You will be notified of the committees decision by May 11.
