Housing Programs and Services
What We Do
The Housing Programs section of Community Planning and Development Services (CPDS) administers the City's moderate income housing program, called the Moderately Priced Dwelling Unit (MPDU) program. MPDU requires that a portion of units in new residential developments be affordable.

We also administer the Community Development Block Grant (CDBG) for the City. CDBG is a federal grant the City has recently used to help low-income homeowners make repairs to their homes, renovate the City's public housing units, and provide social services to low-income populations in Rockville.

Services We Provide
  • Accept applications for the City's Moderately Priced Dwelling Unit (MPDU) Program, determine applicant eligibility, and issue certificates
  • Assist MPDU home owners sell their units
  • Provide rehabilitation assistance to low and moderate income homeowners through the City's Single-Family Rehabilitation Program to ensure City residents' homes are safe, healthy, and habitable
  • Administer grants to community and social service agencies
  • Facilitate the annual CDBG application process for federal funds
  • Collaborate with and provide resources to Rockville Housing Enterprises, the City's public housing authority, in order to maintain affordable and safe low-income housing within the City
