Understanding Red Light Camera Citations
Rockville began operation of cameras to enforce red light laws and as an initiative of the Mayor and Council to protect pedestrians. According to Maryland Law TA 21-202(h), a vehicle facing a steady red signal must come to a complete stop at the near side of the intersection at the stop line or, if there is no stop line, prior to the crosswalk and before entering the intersection, and remain stopped as long as the signal is red. Unless a sign prohibits turning on a red signal, after coming to a complete stop as prescribed, the vehicle may cautiously enter the intersection and make the turn.

The cameras work by utilizing cameras and sensors embedded in the roadway to detect vehicles and their speed in each lane of traffic as they approach the stop bar on a steady red light. If the speed of a vehicle at a certain distance prior to the stop bar is at or above a pre-determined threshold speed, then the cameras will initiate the photo sequence to photograph the vehicle prior to the stop bar and again once the vehicle has fully entered the intersection on a steady red light. Should the vehicle come to a complete stop at or before the stop bar, no violation has occurred and the photographs are voided. The full-motion video camera is also activated during the red light sequence of the traffic signal.

Camera Locations
Currently, there are 10 (ten) red light cameras now operating in Rockville and monitored by the Rockville City Police Department.

  • North Washington Street at Middle Lane (North Bound) - March 2013
  • Park Road at N. Stonestreet Ave (West Bound)  - March 2013
  • Gaither Road at Redland Blvd (North Bound)  - March 2013
  • Seven Locks Road at Fortune Terrace (South Bound) - June 2013
  • Wooton Parkway at Preserve Parkway (East Bound) - July 2013

Violators are to be fined $75, but points are not be assigned to the vehicle owners driving record (similar to a parking ticket), and insurance companies cannot consider these tickets in calculating insurance rates.

However, failure to pay fines will result in the inability to renew vehicle registration with the Maryland Department of Motor Vehicles and the credit report of the vehicle owner may be affected. The vehicle owner may simply pay the fine, or request a trial in District Court to contest the violation.

All photographs and video evidence of an alleged traffic signal violation taken at a Rockville intersection are reviewed by the Rockville Police Department before a citation is issued to the violator.

If you received a red light citation, a video clip of the violation is available online by logging onto www.public.cite-web.com with your citation and PIN number provided on the front of your citation. The speed of the vehicle is printed in the data bar of the second picture of the citation. This is the exit speed, or the speed of the vehicle as it crossed over the stop line and into the intersection. Your vehicle must come to a full and complete stop before the stop line before beginning your right turn on red where allowed.
