Rockville Emergency Assistance Program (REAP)
REAP logoEmergency financial assistance is available for eligible City of Rockville residents experiencing financial crisis such as eviction or utility shut-off or who need prescription medication. REAP assistance may be available for funeral expenses, medical expenses and payment for other basic needs. Referrals for emergency food, clothing, financial/employment counseling and other assistance are also provided.

REAP Procedures
Individuals must first apply for assistance from Montgomery County Department of Health and Human Services’ (DHHS) Emergency Services office at 1301 Piccard Drive, Rockville, MD 20850. If Emergency Services is unable to provide assistance or can make a payment but not in the full amount needed, a DHHS staff member will issue a referral form which is necessary for a REAP application to be processed. Upon receipt of that form, individuals may call the Community Services Division at 240-314-8310 to determine eligibility and schedule an appointment.

To be eligible for REAP, individuals must meet the following criteria:
  1. Applicants must have resided in the corporate city limits of Rockville for at least six months at the time of the application.
  2. Applicants seeking rent assistance must have a current eviction notice, and applicants seeking utility assistance must have a current utility shut-off notice.
  3. Applicants must demonstrate financial need due to loss of employment, ongoing financial difficulty, loss of family wage earner, unexpected medical bills, or other financial emergency.

Documentation Required
In order for applications to be processed, individuals must provide at least the following documentation:
  • Driver's license/other photo ID with address
  • Social Security/TIN Card for all members of the household
  • Eviction notice, utility shut-off notice, or bill showing the cost of the service needed
  • DHHS Emergency Services referral form
  • Two most recent pay-stubs & documentation of any other income
Staff reserve the right to require documentation beyond what is included in the above list if it is deemed necessary for a complete and accurate determination of an applicant's situation. Additional documents may include but are not limited to bank account statements, 1040 tax forms, leases and proofs of residency.
