Mayor and Council Meetings

The Rockville Mayor and Council hold general business meetings on most Mondays.
Meetings are held at Rockville City Hall in the Mayor and Council Chambers on the third floor. The meetings are open to the public and are televised live (and on replay) on Rockville 11 on county cable systems.


Ways to Get Involved

  • Contact the Mayor and Council
    Write to the Mayor and Council at 111 Maryland Avenue, Rockville, MD 20850, or email .
  • Speak at Community Forum
    Most Mayor and Council meetings include a community forum as part of the agenda.  This time is set aside to hear from any community member who wishes to address the Mayor and Council.  Speakers are asked to keep their remarks to three minutes. Priority will be given to speakers who have signed up in advance by calling the city Clerk's Office at 240-314-8280 by 4:00 p.m. on the day of the meeting and those who are speaking on an agenda item.
  • Testify at a Public Hearing
    Public hearings are held during regular Mayor and Council meetings and are topic specific. To speak, call the City Clerk’s Office at 240-314-8280 by 4 p.m. on the date of the hearing. Written testimony can be e-mailed to or mailed to City Clerk’s Office, 111 Maryland Ave., Rockville, MD 20850
  • Meet with the Mayor or a Council Member
    Drop-in discussions are held one Monday per month, 5:30-6:30 p.m., in the Mayor and Council office at City Hall, 111 Maryland Ave. Residents generally are able to speak with the Mayor or Councilmember for up to 10 minutes on any topic. No appointment is necessary, but a call to the City Clerk’s Office is appreciated, 240-314-8280.
  • Join a Board or Commission
    Community members are encouraged to lend their time and expertise to a City
    board or commission. Boards and commissions provide the Mayor and Council with  informed public opinions, thoughts and ideas that shape the city.

‘Critical Success Factors’ to Achieving Mayor and Council Vision
In early 2016, the Mayor and Council set their vision and goals for the term that ends in November 2019. They identified eight “critical success factors,” which represent what the City will look like when the Mayor and Council achieve their shared vision.

Mayor and Council Operating Guidelines

The Mayor and Council developed Operating Guidelines to formalize their practices and establish clear guidelines in order to improve the productivity and effectiveness of their meetings and to further enhance working relationships among the elected body and with city staff.

These Rules of Procedure are adopted pursuant to the authority provided in Article II, S2.c. of the Charter of the Mayor and Council of Rockville.

Governing Bodies - 1864 to Present
