Planning Area 4 is located in the center of the city between Town Center and Interstate 270. The area is bordered on the north by the College Gardens subdivision, on the east by Town Center, on the south by Maryland Avenue and on the west by I-270.Two major roadways pass through the neighborhood: West Montgomery Avenue (Route 28), which bisects the neighborhood, and Great Falls Road (Route 189), which separates the Monument Triangle Area from the rest of the west end.

The planning area encompasses the residential neighborhoods of the west end, Woodley Gardens, as well as the transitional office and commercial district shared with Planning Area 1 (Town Center). The land-use pattern in Planning Area 4 reflects the many changes that have occurred in this area, from its settlement as a farming community in the 18th century, to the well established residential neighborhood bordering the growing commercial area that downtown Rockville is today.
