What We Do

The City Attorney’s Office (CAO) provides legal support to the City of Rockville. The CAO serves as the legal advisor to the Mayor and Council, all Boards and Commissions, and the City staff on all legal matters affecting the City.  As legal advisor to the City, the CAO attends and provides legal counsel at Mayor and Council meetings, and, as needed, at meetings of the City’s various Boards and Commissions; prepares, negotiates and/or reviews all legal documents involving the City; prepares and/or reviews ordinances, resolutions, and amendments to the City Code and Charter; and represents the City’s interests in legal proceedings before federal and state courts and administrative agencies.

The CAO cannot represent or provide legal counsel to individual citizens or citizen groups and is unable to respond to citizen requests for legal advice or representation. 

Citizens needing legal advice on private issues should retain a private attorney.  For referrals, citizens may contact the Legal Referral Service of the Bar Association of Montgomery County at 301-279-9100.  In addition, citizens who meet the Maryland Legal Aid Bureau eligibility requirements may obtain representation through the Maryland Legal Aid Bureau.  Citizens may contact the Maryland Legal Aid Bureau at 240-314-0373 or 800-215-5316.
