Rockville Mayor and Council Name Jenny Kimball as City's Acting City Manager
Scott Ullery to Retire Dec. 2

ROCKVILLE, Md., November 29, 2011—The Rockville Mayor and Council appointed on Nov. 28 Jenny Kimball as acting city manager. The appointment becomes effective Dec. 3. Kimball will serve as the search continues for a replacement for retiring City Manager Scott Ullery.

Kimball was appointed Assistant City Manager for the City of Rockville in January 2009. She served as Assistant to the City Manager from 2004 through 2008.

Before coming to Rockville, Kimball worked as a legislative analyst for the County Council in Montgomery County for eight years. She is also a member of the International City/County Management Association (ICMA) and has been nominated to serve on ICMA's Executive Board beginning in 2012. Kimball is a member of the Maryland City and County Management Association (MCCMA) and currently serves as treasurer of the MCCMA.

"This is an important time in Rockville, especially as our newly elected Mayor and Council look to begin work on the Fiscal Year 2013 budget," Kimball said. "I appreciate the confidence the Mayor and Council has in me. We have an outstanding staff in the City of Rockville and they are dedicated to making sure Rockville residents receive the superior services they have come to expect."

Ullery announced July 5 that he would retire, after seven years as the City's top administrator. He sent an email to staff that read, "Thank you for the privilege of working side by side with you in service to the Rockville community. I am very proud of what we've accomplished. You've all done so much to make these last seven years the most rewarding of my 33-year career in local government." His last day is Dec. 2.

The Mayor and Council chose an executive search firm, Springsted, Inc., in September to find potential candidates to become Rockville's next city manager. The Mayor and Council had decided this past summer to allow the newly elected Mayor and Council to make a final decision on a new city manager.

Since the election, the firm has met with newly elected Councilmembers John F. Hall, Jr. and Tom Moore to complete work on the profile for a new city manager. The firm had met previously with the mayor and other councilmembers.

The firm will then support the Mayor and Council in a comprehensive search process that is expected to take 60 days. Once that is completed, a list of candidates will be compiled for the Mayor and Council and an interview process will be developed.
