The Administrative Bureau is commanded by Major Michael W. England and includes:

  • Administrative Support
  • Support Services
  • Public Safety Communications Center
  • Community Enhancement/Code Enforcement
  • Neighborhood Services

Administrative Support is responsible for the fiscal management of the department which includes budget preparation. This section is also responsible for training and record keeping for all police department personnel and general order review and maintenance. The department's interns maintain internal forms and documents and assist with the dissemination of reports and other departmental records.

Support Services is responsible for property & evidence. This entails maintaining storage and monitoring of departmental property, equipment, property in police care/custody, and evidence. They are also responsible for the warrant control function which consists of record keeping, computer entry and maintenance, assignment for service of all warrants, subpoenas and summonses received by the Department.

The Public Safety Communications Center is responsible for the department's radio, telephone, teletype, and automated data communications and alarm monitoring. As this section falls under the immediate supervision of the Support Services Coordinator, they also assist in the warrant control function.

The Community Enhancement and Code Enforcement Division has the opportunity and the responsibility to enhance the quality of life for all those who live and work in the City of Rockville. They are responsible for inspecting neighborhoods and individual residential and commercial properties to bring them in compliance with the City Code requirements for property maintenance, zoning enforcement, and current licensing of rental facilities and oversize vehicles. The Landlord Tenant Affairs service is available for unbiased advice and guidance to both parties.

The Neighborhood Services Division's primary function is animal control, including the licensing of dogs, picking up deceased animals, handling complaints involving animals, handling animal bite complaints and enforcement of animal control laws. The division also assists with the enforcement of parking violations and abandoned automobiles.
