Community Enhancement & Code Enforcement


The Community Enhancement Code Enforcement Division has the opportunity and the responsibility to enhance the quality of life for all those who live and work in the City of Rockville.

Our most significant role is to identify and meet the needs of the citizens and business owners and establish programs that will allow the division to offer the most valuable services.

A proactive approach is taken to inspect neighborhoods, and individual residential and commercial properties to bring them in compliance with the City Code requirements for property maintenance, zoning enforcement, and current licensing of rental facilities and oversize vehicles. Landlord Tenant Affairs service is available for unbiased advice and guidance to both parties.

Residential Property

Community Enhancement
Community enhancement inspections are conducted throughout the City of Rockville to accomplish the following:

  • Identify code violations
  • Educate the community on property maintenance codes
  • Improve overall quality of life in City of Rockville neighborhoods
  • Preserve property values

Rental Inspections and Licensing
All rental properties must pass the required inspection for property maintenance, health and safety deficiencies every two years, prior to the issuance of a rental license. Single family dwellings include detached houses, townhouses and condominiums. Multi family dwellings (apartments) are inspected and licensed annually.

Area 1
Housing Codes Inspector - Ivania Gomez-Segura, 240-314-8337
All of Baltimore Rd. (both sides included) north to First St (both sides included) to Gude Dr.  North side (even side only) of Veirs Mill to Twinbrook Parkway to the City limits.  Neighborhoods include Silver Rock, Burgundy Knolls and Burgundy Estates.

Area II
Housing Codes Inspector - Oscar Valle, 240-314-8835
First St. from Veirs Mill to Wootton Parkway to I-270.  South side of Veirs Mill (odd side) to Twinbrook Parkway.  Twinbrook Parkway to Rockville Pike, to Montrose to I-270. Neighborhoods include Twinbrook, Montrose and North Farm.

Area III
Housing Codes Inspector - Tony Cyrus, 240-314-8333
East of First St (excluding First St) to Lincoln  St. to North Horners (both sides of North Horners). All of Park Rd. to Middle La. to Maryland Ave. (both sides) to I-270 to Wootton Parkway. Neighborhoods include East Rockville, Hungerford and New Mark Commons.

Area IV
Housing Codes Inspector - pending staff assignment, 240-314-8330
All west of I-270 plus both sides of Nelson St., to both sides of Martins La. extended into Hungerford Dr., south to Middle La. Neighborhoods include West End, Potomac Woods and Fallsgrove.

Area V
Housing Codes Inspector - Chuck Aubertin, 240-314-8334
West of North Horners (Excluding North Horners) and Park Rd. to Hungerford Dr. Westmore Ave north on Rt. 355 to Shady Grove. to I-270. Neighborhoods include Lincoln Park, College Gardens and King Farm.

Typical code violations include:

  • Trash and waste accumulation
  • Tall grass and weeds (in excess of 10 inches)
  • Abandoned or junk vehicles
  • Parking on the grass
  • Defective sheds, garages, fences, etc.
  • Missing address numbers
  • Chipped and peeling paint
  • General exterior maintenance
  • Unsanitary conditions
  • Missing or defective smoke detectors
  • Overcrowding and prohibited habitation
  • Infestation of pests/rodents

Landlord Tenant Affairs
The Landlord Tenant Specialist administers, implements and adjudicates Landlord Tenant issues. Complaints and other inquiries are received and advice and assistance is offered to both the landlord and the tenant. The Landlord Tenant Specialist will decide the appropriate action necessary to address such issues.

Commercial Property
The Commercial Property Maintenance Code Inspector performs inspections and investigations and issues licenses for nonresidential purposes. The commercial code inspections include oversized vehicle parking permits, hawker/peddle permits, hotl/motel licenses, public event permits, amusement game machine permits, pool or billiard room licenses, and accessory apartment licensing.
