Construction Activity:
Storm Drain Outfall Repair in the Rear of
#619 and #621 Aster Boulevard

Background
Severe storms resulted in flooding throughout Rockville between June 21, 2006 and June 28, 2006.  These storms were significant and resulted in damaged infrastructure, such as streets and storm drain systems, throughout Maryland including Rockville.  Due to these storms, the Federal Emergency Management Agency (FEMA) declared Montgomery County, including Rockville and other areas, a major disaster.  As a result of disaster declaration, Rockville requested and received federal funding to repair damaged infrastructure.

City of Rockville staff investigated areas around streams and storm drain outfalls looking for damage to submit to FEMA.  In all, FEMA deemed eleven (11) projects eligible for funding.  The construction firm, Environmental Quality Resources, LLC (EQR), will complete the majority of these projects.

Project Description
The rock stabilization and channel banks around the storm drain outfall were damaged during the storm event.  A mulch path will be installed between #619 and #621 Aster (access route) to protect trees.  Prior riprap (large rock) stabilization has failed and slumped into the channel as well as washed stone further down the channel.  Work will include placing riprap in the channel bottom, along the slopes, and around the concrete headwall (storm drain outfall).  Clearing of vegetation will be required for construction and access.  Impacts will be construction equipment accessing the site, noise, and stockpiles of material.

Construction Schedule
Construction will begin this summer and last two to three weeks.  You will be notified two weeks in advance prior to beginning construction.  We also will provide contact information for EQR and Rockville’s Construction Inspector, Nick Lewis.  On the reverse side of this advisory, we have provided a project map.
