Storm Drain and Erosion are to be Repaired
at the rear of #5 Stevens Court

Background
Severe storms resulted in flooding throughout Rockville between June 21, 2006 and June 28, 2006.  These storms were significant and resulted in damaged infrastructure, such as streets and storm drain systems, throughout Maryland including Rockville.  Due to these storms, the Federal Emergency Management Agency (FEMA) declared Montgomery County, including Rockville and other areas, a major disaster.  As a result of disaster declaration, Rockville requested and received federal funding to repair damaged infrastructure.

City of Rockville staff investigated areas around streams and storm drain outfalls looking for damage to submit to FEMA.  In all, FEMA deemed eleven (11) projects eligible for funding.  The construction firm, Environmental Quality Resources, LLC (EQR), will complete the majority of these projects.

Project Description
The storm drain outfall in the rear of #5 Stevens Court has failed (pipe separation and significant erosion).  Due to accessibility issues, the failed storm drain may only be reached from the stream valley.  The City will coordinate with Columbia Gas due to existing utilities running in the stream valley.  A stream crossing is required.  A new manhole and storm drainpipe will be installed and the channel banks stabilized with riprap (large rock).  The failed storm drainpipe and concrete apron will be removed.   Trees and smaller shrubs must be cleared to obtain access through the stream valley.  Impacts of construction will be a stream crossing, tree removal, construction equipment in and around the stream, noise, and temporary stockpiles of material.

Construction Schedule
Construction will begin this summer and last two to three weeks.  You will be notified two weeks before construction behind #5 Stevens Court begins.  We also will provide contact information for EQR and Rockville’s Construction Inspector, Nick Lewis.  On the reverse side of this advisory, we have provided a project map.
