Background
Severe storms resulted in flooding throughout Rockville between June 21, 2006 and June 28, 2006. These storms were significant and resulted in damaged infrastructure, such as streets and storm drain systems, throughout Maryland including Rockville. Due to these storms, the Federal Emergency Management Agency (FEMA) declared Montgomery County, including Rockville and other areas, a major disaster. As a result of disaster declaration, Rockville requested and received federal funding to repair damaged infrastructure.
City of Rockville staff investigated areas around streams and storm drain outfalls looking for damage to submit to FEMA. In all, FEMA deemed eleven (11) projects eligible for funding. The construction firm, Environmental Quality Resources, LLC (EQR), will complete the majority of these projects.
Project Description
Concrete bank stabilization and the roadway culvert near the intersection of Monroe Street and Cabin John Parkway were damaged. Erosion along the stream banks and culverts also were identified. Failed concrete bank stabilization and corrugated metal pipe aprons are to be removed and disposed. Stone is to be placed on the streambed at the entrance and exit points of the road culverts. Riprap (large rock) is to be placed around the stream banks and between the culverts. Clearing of vegetation will be required to obtain access to the stream and culverts. Impacts of construction will be temporary lane closures, construction equipment in and around the stream, noise, and stockpiles of material.
Construction Schedule
Construction will begin this summer and last two to three weeks. You will be notified two weeks in advance prior to beginning construction near the Monroe Street and Cabin John Parkway intersection. We also will provide contact information for EQR and Rockville’s Construction Inspector, Nick Lewis. On the reverse side of this advisory, we have provided a project map.
