around Scott Drive Bridge

Background
Severe storms resulted in flooding throughout Rockville between June 21, 2006 and June 28, 2006.  These storms were significant and resulted in damaged infrastructure, such as streets and storm drain systems, throughout Maryland including Rockville.  Due to these storms, the Federal Emergency Management Agency (FEMA) declared Montgomery County, including Rockville and other areas, a major disaster.  As a result of disaster declaration, Rockville requested and received federal funding to repair damaged infrastructure.

City of Rockville staff investigated areas around streams and storm drain outfalls looking for damage to submit to FEMA.  In all, FEMA deemed eleven (11) projects eligible for funding.  The construction firm, Environmental Quality Resources, LLC (EQR), will complete the majority of these projects.

Project Description
Floodwaters overtopping Scott Drive caused erosion near the guardrail and damaged several curb sections and sidewalk panels.  The erosion will be repaired and the curb and sidewalk will be replaced.  Work includes the removing and disposing of gabion (rock-filled) baskets and debris that was deposited by the floodwaters.  Both stream banks leading up to the bridge shall be lined with riprap (large rock).  Clearing of vegetation will be required for construction and to obtain access to the bridge.  The impacts of construction will include equipment on and around the bridge, noise, and stockpiles of material.

Construction Schedule
Construction will begin this summer and last two to three weeks.  You will be notified two weeks in advance prior to beginning construction around the Scott Drive Bridge.  We also will provide contact information for EQR and Rockville’s Construction Inspector, Nick Lewis.  On the reverse side of this advisory, we have provided a project map.
