Construction Notice: Beall Avenue Sidewalk
Phase I, North Van Buren Street to Luckett Street

Sidewalk Construction
To improve pedestrian safety, the City of Rockville will install a five-foot wide concrete sidewalk on the north side of Beall Avenue, between North Van Buren Street and Luckett Street.  There will be two phase of construction.

Phase I of construction will involve reducing the existing grass buffer adjacent to the curb on the south side of Beall Avenue, between Forest Avenue and Luckett Street.  Where the grass buffer is reduced, new concrete curb will be installed and driveway aprons will be replaced with concrete aprons.  Phase I will begin the week of September 17, 2007, and will continue for approximately two weeks, weather permitting.

Phase II will involve installing a five-foot wide concrete sidewalk with a two-foot wide grass buffer on the north side of Beall Avenue, between North Van Buren Street and Luckett Street.  The City also will install concrete curb and concrete driveway aprons adjacent to the sidewalk.  Phase II will begin in mid-October 2007 and be completed in mid-November 2007, weather permitting.  Between the Phase I and Phase II, Beall Avenue, between Forest Avenue and Luckett Street, will be temporarily as wide as 30 feet in some locations.  Once Phase II is complete, the street will be brought back to the City’s standard street width of 26 feet.

Project History
This project was initiated in response to requests from residents to construct sidewalks where they are missing and to provide a safer route for students walking to Beall Elementary School.  A “Walk the Block” meeting was held on Thursday, March 29, 2007, to discuss an alignment for Phase I, from North Van Buren Street to Luckett Street.  Based on feedback received from residents during the March 29, 2007 meeting, City staff created a sidewalk design.  A public comment period on the design was held June 25, 2007 through July 6, 2007.  Following the comment period, staff created detailed sidewalk designs to be used for the construction phases of the project.
