Construction Notice: Beall Avenue Sidewalk
Owens Street to Mannakee Street

Sidewalk Construction

To improve pedestrian safety, the City of Rockville will install a concrete sidewalk on the north side of Beall Avenue, between Owens Street and Mannakee Street.

The construction will involve installing a five-foot wide concrete sidewalk with a two-foot wide buffer on the north side of Beall Avenue.  A retaining wall will be installed along 739, 741, and 755 Beall Avenue.  The buffer will be reduced at a couple of locations to address conflicts with utility poles.  The City also will replace the concrete driveway aprons along the sidewalk alignment.  Any landscaping within the City right-of-way up to 10 feet behind the curb could be impacted during the construction of the sidewalk.  The construction is scheduled to begin the week of June 9, 2008 and be completed by mid-July 2008, weather permitting.  Parking restrictions and temporary lane closures may be in place during this work.

Project History

This project was initiated in response to requests from residents to construct sidewalks where they are missing.  This project supports the City’s goal to enhance pedestrian accessibility and to create a safer route for students walking to Beall Elementary School.  A “Walk the Block” meeting was held on June 28, 2007 to discuss the alignment for the Beall Avenue sidewalk, from Owens Street to Mannakee Street.  City staff created a sidewalk design based on feedback received from residents during the June 28, 2007 meeting.  A public comment period on the design was opened until November 30, 2007.  Following the comment period, staff created a detailed sidewalk design to be used for the tree removal/relocation and the water meter and fire hydrant relocation.  In May 2008, the final design was completed including the addition of a missing sidewalk link to the existing sidewalk on Owens Street.
