Horizon Hill Stormwater Management |
As part of the City of Rockville’s Capital Improvements Program, the City has undertaken an Alternatives Analysis for environmental improvements to the Horizon Hill Park Stream Valley. The improvements are the result of recommendations in the Watts Branch Watershed Study that was completed in August 2001 and later approved by the Mayor and Council.
The goals for this project include restoration and protection of the stream valley, enhanced water quality and stormwater management, erosion repair and prevention, and hiker/biker path repairs. The three existing dry stormwater management ponds, located in the park, will be evaluated as part of the analysis. Recommendations may follow for modifications or upgrades.
Community meetings are expected to take place in mid-summer, following completion of a topographic survey and inventory. Community input is needed to determine park use issues pertinent to developing alternatives for the design. A second meeting is expected to take place in the fall, and will include a presentation of alternatives the consultant has prepared.
The City has developed a Request for Proposal for the Alternatives Analysis and is currently soliciting responses from engineering firms. Consultants may be visiting the Horizon Hill Park in the next few weeks in order to prepare responses to the City’s proposal request. The City expects to select a consultant in late May. Shortly after the selection ion is made, the consultant will begin collecting topographic survey information that will include conducting a complete inventory of the types, sizes and health of all the trees.
Additional Neighborhood Advisories will be issued as important milestone dates, including the dates, times and locations for the public meetings, are established.
