The City's water main contractor, Mid-Atlantic Utilities, will be replacing the water main along Halpine Road east of Ardennes Avenue and along all of Alsace Lane. This project will require a stream crossing at the dead end of Alsace Court, pending Maryland Department of Environment (MDE) approval. Additionally, the removal of some trees may be required near the stream. Construction is scheduled to start during the week of September 5 and continue for approximately two months, weather permitting.  

The aging pipe will be removed from under the street and the new pipe installed in the same location. Also, a new water pipe will be installed from Ardennes Avenue running parallel to and across the stream. See the map for general project limits. Utilities (water, sewer, storm drain and gas lines) within the public right-of-way will be marked with spray paint. Water main construction crews may mobilize a week earlier to start the pipe replacement project by digging small holes (test pits) along the water main and using a saw to cut the pavement during the week of August 29.

During the water main construction, water service will continue to be provided to residents via the temporary by-pass system (above ground piping). Traffic along Halpine Road and Alsace Lane may experience some delays. Impacts during construction include temporary lane closures, tree removals, on-street parking restrictions, construction noise and temporary water service interruptions. Access to driveways will be maintained throughout the construction period; however, on-street parking will be restricted periodically. The budgeted construction cost for this project is $220,000.
