Rockville operates under the Council-Manager form of government. The Mayor and Council are elected by non-partisan vote, in other words, they don't run as Democrats, Republicans, or under any other party. Rockville's current governing body is composed of five members, the Mayor, Susan R. Hoffmann, and four Councilmembers: John Britton, Piotr Gajewski, Phyllis Marcuccio, and Anne M. Robbins. The Mayor and Council are elected for two-year terms in November of odd-numbered years. The next election year is 2009. Candidates are elected at large, which means they represent all of Rockville and not any particular area. Candidates for the offices of Mayor and Councilmember must be registered voters and must have resided in the city for at least one year. The Mayor and Council set policy and appoint a professional city manager to carry out their policies. Our current City Manager is Scott Ullery. In addition to appointing the city manager, the Mayor and Council appoint the clerk-treasurer and the city attorney. All serve at the pleasure of the Mayor and Council. Mayor and Council meetings take place on specified Monday evenings throughout the year and are open to the public. Citizens may give their opinion on any matter they wish during Citizens Forum, which takes place at the beginning of each City Council meeting. The Mayor and Council also receive input from boards and commissions groups representing the entire Rockville community. Boards and commission members are volunteerss and serve an extremely important role in the Mayor and Council's decision-making process. Animal, Cultural Arts, Planning, Historic District, and Recreation, are just a few examples of some of Rockville's boards and commissions.
