Online Bill Pay for Utility Payments
The City of Rockville Online Bill Pay for Utility Payments was launched in February 2009. Govolution, a company that focuses on payment solutions for government entities now provides this service for Rockville’s utility customers. Online Bill Pay can be easily accessed through Govolution for residential or commercial accounts.
It is the customer's responsibility to pay the utility bill regardless of receiving the E-bill. It is also the responsibility of the customer to notify the Revenue Division at 240-314-8420 if the email address has changed. Customers need to ensure that their email account does not place the E-bill into a spam folder.

Will I be required to set up my own user ID and passcode?
No. You simply need to type in your utility account number and service address to pay a utility bill.
Will I be able to set up automatic payments?
No. You will have to access Online Bill Pay each time you want to make a payment. The City of Rockville does provide automatic payments through its preauthorized direct debit program.
When will my online balance reflect my payment?
The Online Bill Pay Web site will show all payments the next business day.
What is the latest I can pay online on a given day for my payment to be reflective the next business day?
Payments must be made by 7:30 p.m. On the day before a cutoff of water service, the online payment will need to be made before 7:30 p.m. to avoid the next day’s water service shut off.
