Proposed Stormwater Management Utility Process Timeline

February 2004

Mayor and council work session to discuss options to address the shrinking SWM fund.  Mayor and Council direct staff to form a citizen advisory group and analyze options with the help of a consultant

Spring 2005

Stormwater Advisory Group (SAG) forms, City hires AMEC (SWM consultant)

November 2006

Recommendations presented to Mayor and Council to expand and consolidate SWM programs and proceed with a SWM utility.  Mayor and Council direct staff to prepare an ordinance and modifications to the City Code to enact a SWM fee.  Mayor and Council also direct staff to educate and seek input from the general public.

April – June 2007

Three part series on SWM utility in Rockville Reports (delivered to all Rockville residents)

April - ongoing

Staff begins education campaign.  Flyers, brochures, FAQs, web information, etc. are developed.  Staff starts attending public meetings and events such as Science Day and the Neighborhood Network Learning Series to hand out educational information.  Display boards shown at Rockville Library and other sites.

May - ongoing

Neighborhood Resource Coordinators distribute information about the proposed SWM utility at neighborhood meetings.

May - ongoing

Interested community and business organizations such as Community Ministries, Chamber of Commerce, ARNA, etc. may invite staff to give a presentation at their meetings.

June 28, 2007 Open house meeting for the community at the Civic Mansion.

December 17, 2007

The enabling legislation is introduced by the Mayor and Council.  This includes the proposed changes to the SWM Law, the SWM Regulations and the proposed SWM utility fee rate schedule. 

January 2008

Proposed legislation and rate schedule posted on City website for comment.  Rockville Cable and Rockville Reports run informational items on proposed SWM Utility Fee.  Two open house information sessions held for public.

February 4, 2008Mayor and Council public hearing on proposed legislation.
February 25, 2008Record closes for public comment.
March 17, 2008 (Tentative) Mayor and Council Discussion and Instruction session to review public comment and direct further revisions
April 21, 2008  (Tentative) Mayor and Council adoption of SWM Law and approval by resolution of SWM Regulations and SWM Utility rate schedule
Spring, 2008City continues with public information and outreach to inform City owners of their estimated bill for the 2008 SWM Utility Fee
July, 2008 Montgomery County mails out 2008 property tax bills that contain SWM Utility Fee.
