Utility Problems? Call City’s 24-Hour Hotline First
If there is a problem with your water or sewage, your first call should always be to the City of Rockville. The City’s Department of Public Works has a 24-hour emergency number that will advise whether it is a City issue or if you should contact a plumber. The 24-hour utilities hotline is 240-314-8567. The City also advises residents to review their homeowner’s insurance policy on a regular basis. It is always a good idea to check provisions of your policy to ensure that your home is protected, especially if conditions of your home may have changed since the original policy was enacted. For example, many people are not aware of the opportunity to purchase a sewer backup rider as part of their insurance. In most policies the fee is small—and well worth the investment.

Electronic Payment of Utility Bill
Tired of writing checks and paying postage for your Rockville utility bill? You can have that payment transferred automatically from your checking or savings account to the City’s bank. Under this system, you will receive a memorandum bill that shows water consumption and charges. After you receive the bill on or before the 15th of the next month, the amount due will be transferred electronically to the City.

Questions About Your Bill?
Call us at 240-314-8420. We are easiest to reach 9 a.m. to 12 noon or 2 to 4:30 p.m. Monday through Thursday. Don’t delay. To avoid penalty charges, any inquiry about your bill should be made prior to the Amount Due After date.

Meter Reading
All meter readings are actual readings unless noted as an estimate. Most meters are scheduled to be read by the City every three months. We only estimate the reading when we do not have an actual reading.

Estimating
We only estimate readings when inclement weather prevails. Bills based on estimates are usually accurate as they are based on the same period from the prior year. If you used more water or less than we estimated, the difference will be automatically corrected the next time your meter is read.

Due Dates
Bills are due within 30 days of issuance after which an additional 10 percent charge is added to the amount. If accounts are not paid as scheduled, service is discontinued, and service will not be restored until delinquency charges and the turn-on fee of $50 is paid.

Return Check Policy
A return check fee of $35 will be charged if a check is returned by the bank as well as all appropriate penalties. Repayment of your account must be in cash or a money order.

Final Readings
If you or your renter are moving, make sure you call 240-314-8420 and schedule a final reading of the meter at least five days in advance. If the house is being sold, have the settlement attorney’s name and address available, so the bill can be sent there.
