Victim/Witness Assistance Information

The police are committed to the fair, compassionate and sensitive treatment of victims and witnesses of crime. We will help ensure that victims and witnesses are afforded reasonable protection and the information to assist them with coping and recovering from the effects of crime.

Under the Constitution of Maryland, Declaration of Rights - Article 47, a victim of crime shall be treated with dignity, respect and sensitivity during all phases of the criminal justice process.

Victim Information and Notification Service
VINE, which stands for Victim Information and Notification Everyday, is a free 24-hour automated telephone serve. It gives crime vicitims easy access to inmate custody and court information 24 hours a day. Please call 1-866-634-8463 or 1-866-MD4VINE to use VINE.
 

Obtaining a Copy of the Police Report

  Accident Reports

  • Can be obtained by the victim or their representative at the Rockville City Police Department.
  • Hours are 8:30 a.m. – 5:00 p.m., Monday – Friday.
  • Reports are $5, and ar available 3-5 business days after the accident.

Hours are 7:30 a.m. – 5:00 p.m., Monday – Friday.
Reports are $10.00 each.
Report copies are available 3 business days after the incident.

Walk-in requests will be mailed the next business day. Requests by mail may take longer, usually 7-10 days. Please provide the correct report number for faster service and include payment with the request. Checks should be made payable t Montgomery County Police Records Division.

Insurance companies frequently obtain reports directly. Check with your agent.

A Victim's Right
A victim may request that a District Court Commissioner file a criminal charging document against the alleged abuser; if the Commissioner declines to charge the alleged abuser, the victim may request that the State's Attorney file a criminal charging document against the alleged abuser; the victim may file in the District Court or a Circuit Court or, when neither the Office of the Clerk of the Circuit Court nor the Office of the District Court Clerk is open, may file a petition with a commissioner; and the victim may obtain a copy of the incident report.

How to File Criminal Charges

  • Report the incident to the police.
     
  • Obtain the report number from the officer.
     
  • See a court commissioner to file criminal charges against the offender. A warrant for his/her arrest or a summons to appear in court might be issued.

    If the commissioner declines to charge the offender, you can request that the State's Attorney file a criminal charging document against the offender.

Domestic Violence Information and Referral

If you have been hurt or threatened at home, this is a crime. Call the police or call:

Abused Persons Crisis Line 240-777-4673.  Citizenship is not required to get help.

Petition For Protection From Domestic Violence

A protective order can:

  • temporarily remove the offender from the home;
  • order the offender to stop the abuse;
  • grant temporary custody of children;
  • order counseling.

Peace Orders
  • A peace order is a form of relief available to individuals who are not eligible for a protective order, but are experiencing problems with another person.
  • A peace order can, among other things:
     - order the offender to stay away from the victim's home;
     - order the offender to stop the abuse;
     - order counseling.
  • There is a $20 court filing fee and a $30 fee for service payable to the Sheriff's Department. These fees may be waived under special circumstances.
