
The Rockville Pike Corridor Plan, adopted in 1989, established a Twinbrook Metro Performance District (TMPD) as an element of the RPC zone near the Twinbrook Metro Station to intensify adjacent development and encourage increased transit use. The Performance District is bounded on the north by the northern boundary of Congressional North and Chesapeake Plaza; to the west by East Jefferson Street; to the east by the Metro/CSX tracks and to the south by Rollins Avenue and Twinbrook Parkway. To produce a set of design guidelines with similar design components to the design previously approved for the Town Center Redevelopment; additional guidance is needed for the Twinbrook Metro Area on design standards to further implement the goals of the Rockville Pike Corridor Master Plan. The guidelines address many of the issues associated with redevelopment in the TMPD and Rockville Pike Corridor area. To begin the introduction process, staff offers the following questions as fundamental issues for consideration: What kind of street does Rockville Pike need to be? A grand boulevard or a main street? What function should the service lane provide? Be separated from the pike? Include parallel parking and bike lanes? What type of side streets would we like to see? What is the nature of edges? What should the character of each of them be? What type of parkland and urban open space do we need/want? Where? How much?
