Speakers Can Sign Up for Sept. 13 Mayor and Council Meeting Public hearings on the Municipal Growth and Water Resources elements of the City's Comprehensive Master Plan will be held before the Mayor and Council on Monday, Sept. 13, at 7 p.m. at City Hall, 111 Maryland Ave. The Municipal Growth and Water Resources elements are new requirements of the state. Every municipality in Maryland that has planning authority is required to adopt these technical elements into its master plan. More information on state requirements for local master plans can be found on Maryland Department of Planning website at www.mdp.state.md.us/OurWork/CompPlans/Requirements.shtml. The Municipal Growth Element delineates future growth areas in the City and assesses the impacts of projected growth on public services and infrastructure such as police, fire and emergency medical services, schools, libraries and parks, as well as water and sewer facilities.

The Water Resources Element requires that municipalities identify drinking water resources to meet the needs that arise from projected growth. Areas that receive water and wastewater treatment must be identified. The element must also address water resource protection, ground water resources, water quality standards and Total Maximum Daily Loads (TMDLs) – the maximum amount of pollutant a body of water can receive.
The Planning Commission approved the revised documents (available at www.rockvillemd.gov/masterplan/elements/index.html) with separate resolutions for each element at its July 28 meeting. The commission held a public hearing and three work sessions in June and July.

Rockville Mayor Phyllis Marcuccio was elected to serve as an at-large member of the Board of Directors for the Maryland Municipal League, a nonprofit and nonpartisan association that represents 157 municipalities and two special taxing districts in Maryland.
Councilmember Bridget Donnell Newton will serve on the Legislative Committee for the Maryland Municipal League. The Maryland Municipal League is governed by a 31-member Board of Directors that serves as the leadership body to help in MML's mission to strengthen and support municipal government through advocacy and development of effective leadership. Ten of those members serve in an at-large capacity.
The Maryland Municipal League was founded in 1936, and through its membership in the National League of Cities, offers legislative representation in Washington, D.C.
The Montgomery County Chapter of the Maryland Municipal League includes 19 municipalities and two special taxing districts. The group meets with county officials, discusses issues of mutual concern and joint advocacy, and coordinates on legislative agendas.
Marcuccio and Newton will serve through June 2011.
The Mayor and Council will hold a work session on RedGate Municipal Golf Course at their Sept. 13 meeting. The work session is being held with the RedGate Advisory Committee. A second work session to discuss future options for the golf course will be held Sept. 20.
In response to ongoing discussions about RedGate Golf Course, the Mayor and Council agreed to schedule a work session with the RedGate Advisory Group and City staff, and requested a report from the advisory group, which includes golfers and golf course staff members.
The work session on Sept. 20 is expected to include a discussion of future options for RedGate and the RedGate Golf Fund, as well as provide direction to staff on next steps.
In June, there were several discussions about RedGate. On June 21, the Mayor and Council heard a presentation on the course's business plan financial update.
On June 14, they heard a report about a Request For Information (RFI) that was issued to golf course management companies in March.
Information was also given at that meeting about returning the course "back to nature." Details can be found in the same June 14 report.
And on June 7, the Mayor and Council heard two unsolicited proposals for alternative uses of the 130-acre RedGate Golf Course, located near the intersection of Gude Drive and Norbeck Road.
