City Projects

Baltimore Road   Baltimore Road

Projects included in the Capital Improvement Projects (CIPs) are large-scale improvements implemented over a period of several years. The City identifies capital improvement needs for the Traffic and Transportation Division and allocates funds toward public transportation infrastructure.

Some examples of Capital Improvement Projects include new sidewalk infrastructure, bridge rehabilitation and accessible pedestrian signal installation.

Baltimore Road
Baltimore Road represents a major link for the east side of the City to Rockville Town Center. The primary goal of the project is to provide improved connectivity for multiple modes of transportation along this 2.3-mile corridor.

Accessible Pedestrian Signals (APS)

  • Accessible Pedestrian Signals (APS) are devices used to communicate information about pedestrian traffic signal intervals in non-visual formats such as audible tones, verbal messages and/or vibrating surfaces.
  • The Maryland State Highway Administration and Montgomery County have committed to the installation of APS at traffic signals under their jurisdictions. The City of Rockville plans to install APS at all City-owned traffic signals over a three-year period, from FY10 (July 1, 2009-June 30, 2010) to FY12 (July 1, 2011-June 30, 2012).
  • During FY10, City staff started planning the locations for APS installation using the Pedestrian Safety and Accessibility Inventory Evaluation. The project is currently under design for 15 traffic signals within the City limits.

Baltimore Road

  • This project improves accessibility and connectivity of the various modes of transportation along Baltimore Road and the neighborhoods between the City limits and Town Center.
  • Project development is planned in two consecutive stages. First is the engineering design and environmental documentation, including right-of-way (listed as "other" in the appropriation schedule) determination. Second is the construction of two phases. Phase I includes multi-modal improvements from Town Center to Gladstone Drive. Phase II includes improvements from Gladstone Drive to the City limits. Specific improvements include curb and gutter, sidewalks, bike paths, roadway upgrades, storm drainage and storm water management.
  • Mayor and Council approved the design contract. Staff also received SHA (State Highway Administration) and FHWA (Federal Highway Administration) approval of the contract, and the consultant selection process.
  • Public meetings were held during FY10 and design is scheduled for completion in 2010. Construction for this project is scheduled for 2011.

Battery Back-up Systems (DS)

  • Battery Back-up Systems (BBS) will keep traffic signals running for at least eight hours during power outages. During recent years, there were several occasions when traffic signals lost power during storms. The City of Rockville will install the BBS at all City-owned traffic signals during a three-year period.
  • Staff finished reviewing estimates and specifications from vendors. Staff identified specific needs for 15 signalized intersections to receive BBS in FY2010. Project locations for this program are primarily located on Gude Drive and Wootton Parkway.

Pedestrian Safety

  • This project supports the Mayor and Council's vision priority of creating Distinct Neighborhoods, One City by working with neighborhoods to conduct feasibility analyses for new pedestrian initiatives; implement a Safe Routes to School program; and implement pedestrian traffic control devices. Speed Camera funding is used in this project to upgrade pedestrian ramps to meet ADA requirements throughout the City.
  • Ramp replacements have been completed for the construction season of 2009. Ramps were replaced on Twinbrook Parkway, McAuliffe Drive, Broadwood Drive and other locations in east Rockville that were part of the Pedestrian Safety Inventory Study.
  • Park Road median improvement: This project includes widening the median on Park Road between Route 355 and South Stonestreet Avenue. The project included installing a new fence, landscaping and signage. The project was completed in FY10.

Sidewalks

  • Beall Avenue: Both sides, between Mannakee Street and Lynch Street – completed.
  • Beall Avenue: South side between Lynch Street and Luckett Street – completed.
  • Evans Street: East side between 116 Evans Street and Great Falls Road – completed.
  • E. Gude Drive: East side between Rothgeb Drive and Taft Court – completed.
  • Broadwood Drive: East side between Baltimore Road and Fletcher Place – completed.
  • Mt. Vernon Place: North side from Monroe Street to Colonial Court – completed.
  • Forest Avenue: West side between Beall Avenue and Dawson Avenue – completed. 
  • Monroe Street: West side between Big Oak Court and Waddington Circle and between Lynn Manor Drive and Argyle Street – completed.
  • Waddington Circle: West side between Cabin John Parkway and Dogwood Park – in progress.
  • Veirs Mill Road: North side between Bradley Avenue and Meadow Hall Drive - Staff submitted design plans for SHA review.
  • Falls Road: West side between Wootton Parkway and Kersey Lane – staff submitted design plans for SHA review.
  • Avery Road: East side near the former Mark Twain School – in progress.
  • Lewis Avenue: West side between 2109 Lewis Ave. and Thornden Road – in progress.
  • Gruenther Avenue: Between Linthicum Street and Broadwood Drive – in progress.
  • Anderson Avenue: North side between Nelson Street and Forest Avenue – planned for FY11
  • Wootton Parkway: West side between McCormick Road and Hurley Avenue -- planned for FY11.   

Streetlights

  • This project funds improvements to existing lighting systems where problems or safety issues have been identified. Funding is primarily for underground-wired lights. However, some funds are allocated to upgrade overhead streetlights owned and operated by Pepco in the vicinity of schools, Metro stations and some residential areas where the illumination is poor.
  • Adequate lighting is needed on public streets to enhance traffic and pedestrian safety and to help provide security. Speed camera funding will allow the City to upgrade more lights every fiscal year to improve public safety.
  • In FY09, 70 new Pepco-owned streetlights in east Rockville neighborhoods were installed. In FY10, staff added new streetlights on the east side of the City, replaced streetlights on Route 28 in the historic area and 40 streetlight bases on Redland Avenue and completed streetlight replacements on Tower Oaks Boulevard.

Traffic Controls: Citywide

  • This project funds the installation of traffic controls such as traffic signals, flashing beacons, speed sensor signs, and other signs and markings. Priorities are typically based on travel demand thresholds. This project funds new equipment for traffic signals citywide to replace obsolete equipment such as old controllers and conflict monitors.
  • Projects completed in FY10 included replacing old LED indicators (red and yellow) at 15 traffic signals, upgrading six traffic signals. 
  • In the fall of 2009, work was completed at the intersections of W. Gude Drive and Gaither Road, W. Gude Drive and Watkins Pond Boulevard, Fleet Street and Monroe Street, Baltimore Road and Twinbrook Parkway and Wootton Parkway and Henslowe Drive.
