MAYOR AND COUNCIL
Mayor Larry Giammo
Larry Giammo was first elected mayor of Rockville in November 2001. He was re-elected in 2003 and 2005. Prior to serving as mayor, Mr. Giammo served on Rockville’s Planning Commission for five years (1996 through 2001). During that time, he also served as chairman of an advisory committee that helped develop the master plan for Rockville’s Town Center.
Susan Hoffmann
Ms. Hoffmann was first elected Councilmember in 2001. She was re-elected in 2003 and 2005. Prior to serving as Councilmember, Ms. Hoffmann served on Rockville’s Planning Commission for five years (1994 through 1999) and chair for one year (1998-1999). In addition to serving on the Council, she is the manager of marketing and communications in the Silver Spring Regional Services Center, the local source of government services for the Silver Spring/Takoma Park Region.
PLANNING COMMISSION
John Britton
Mr. Britton lives in the West End neighborhood of Rockville and was first appointed to the Planning Commission in 2002, having served as Chair in 2005. He is an Attorney with Schnader, Harrison, Segal & Lewis, LLP in Washington DC. Mr. Britton received his B.A. degree from Rider College and his J. D. from the George Washington University.
Kate Ostell
Kate Ostell lives in the Roxboro neighborhood of Rockville and was appointed to the Planning Commission in 2002. She is currently serving as its Chair for 2006. Ms. Ostell is a psychiatrist in private practice, and received her M. D. from the University of Massachusetts Medical School. She also received her M.S. from the University of Massachusetts and her B.A. in Anthropology from Grinnell College.
BOARD OF APPEALS
David Hill
David Hill is the Board of Appeals chosen representative on this committee. Mr. Hill both lives and works in the City and has been active in Rockville civic affairs since 1993. In 2002, he served as co-chair of the Rockville Charter Review Commission and has also occasionally served on ad hoc citizen committees on specific issues and staff interviewing. Mr. Hill has a Planning Commissioner Certification from the University of Maryland and has attended assorted seminars for commissioners sponsored by the City of Rockville. In May 2006, he was appointed to the Planning Commission.
CITIZENS, BUSINESS, AND DEVELOPMENT COMMUNITY
Christina Y. Ginsberg
Ms. Ginsberg has had a practical education in Rockville’s zoning through her chairmanship of the Twinbrook Citizens Association. She has a Masters of Science and lives in the Twinbrook community. Ms. Ginsberg’s concerns for the zoning revision are the simplification of processes and text. She volunteered on this committee because she feels that zoning is the most important and least understood process that government uses to shape the future of communities.
Glenn R. Looper
Glenn Looper is a longtime business and residential owner in Rockville with a current business in the East Rockville neighborhood. Mr. Looper has served on various committees in the City including the Traffic and Transportation Commission, Economic Development Council, the Chamber of Commerce, and the East Rockville Business Association. His concern for the zoning ordinance is to plan for the future while keeping the past in perspective. He would like to streamline the zoning processes and make the zoning ordinance understandable to the public.
Julia L. MacDonough
Ms. MacDonough is relatively new to Rockville and lives in the Rockshire area of Rockville in a historically designated house. She has a Masters of Science, a range of management experience, has served in the United State Air Force, and is fluent in Spanish. Ms. MacDonough is interested in serving on this committee because she would like to participate in shaping a Rockville that will meet present and future housing needs while retaining neighborhood character.
Nancy Regelin
Nancy Regelin is a land use attorney with 20 years experience in the area including numerous development projects in Rockville. Prior to that, she worked as an engineer for an architectural / engineering company. Ms. Regelin is a current member of the Board of Directors of the Rockville Chamber of Commerce and has served on previous City boards including the 2000 City of Rockville Visioning Project, Art in Private Development Visioning Project, and Art in Town Center Task Force. Ms. Regelin’s concerns for the zoning ordinance include cohesiveness, clarity, and certainty.
John Tyner
John Tyner has an MPA in Public Administration and Planning and a graduate certificate in Urban Affairs. Mr. Tyner is a long-standing member of the community, currently from the Twinbrook neighborhood, with extensive city experience. His City participation includes City Council (1978-1985) and the current Twinbrook Citizens Association Land Use Committee Chair. Mr. Tyner also served on the last comprehensive zoning revision committee. His concerns for the revision are to straighten out current inconsistencies and to review uses in light of today’s culture and business enterprises.
Lynette A. Whitfield
Lynette Whitfield is a relatively new resident to Rockville and currently lives in King Farm. She has a law degree but does not practice land use law. While she has experience in other volunteer positions, this will be a new opportunity for her to serve on a City committee. Her concern for the revision is to have a zoning ordinance that both encourages business and community growth, while preserving the historic charm of the City and the existing “green” space to the greatest extent possible.
