Residential Construction

While City Hall is closed during COVID-19, permits will be issued virtually using our 
virtual permit portal.

In preparation, download and complete the following applications to be uploaded to the portal.

  1. Residential Construction Application with Signature
  2. Architectural and Structural Checklist
  3. Road Tree Affidavit
When you have all required materials for application, visit our virtual permit portal to complete your permit application.

All documents must be compressed to a size under 25MB. For questions, contact 240-314-8240.  

Permits are required for various residential construction projects to new or existing structures including:

  • Swimming pools.
  • Foundation.
  • Garage or car port.

All construction projects must adhere to the City Code requirements.

You will need:  
  1. Residential Construction Application with Signature
  2. Property Plot Plans. Use the Residential Submittal Checklist as a guide.
  3. Design drawings that include dimensions. Use the Architectural and Structural Checklist as a guide.
  4. Road Tree Affidavit
  5. Written approval from Homeowners Association, if applicable.
  6. Homeowner’s Authorization Letter
Plot plan copies can be purchased by completing the application with the City of Rockville or by visiting Maryland Land Records

After construction, schedule an inspection to ensure safety and code standards.
