Housing Programs Division

The Housing Programs section of Planning and Development Services administers the city’s moderate income housing program, called the Moderately Priced Dwelling Unit (MPDU) program. The Rockville MPDU program requires that a portion of units in new residential developments be set aside at affordable rates.

The Housing Programs section also administers the Community Development Block Grant (CDBG) for the City. CDBG is a federal grant the city has recently used to help low-income homeowners make repairs to their homes, renovate the city’s public housing units, and provide social services to low-income populations in Rockville.

Voluntary Rent Guideline

The Voluntary Rent Guideline for the City of Rockville, which is established annually by the Mayor and Council, is based on the rental component of the Consumer Price Index (CPI) for the Baltimore-Washington Metropolitan area and it is updated each year. The figures from the U.S. Department of Labor on which the Voluntary Rent Guideline are based show the increase in the rent component of the CPI for 2019 for the Baltimore-Washington Metropolitan area to be 2.6 percent. Accordingly, the Voluntary Rent Guideline for Rockville is set at 2.6 percent. This rate is effective through March 31, 2021.
