The City Clerk/Director of Council Operations Office supports the Mayor and Council in carrying out their mission by providing administrative and clerical assistance, attending all official meetings, and legal notices of the elected body in order to prepare and manage the records of actions of the meetings, serving as a liaison between the Mayor and Council and the citizens of Rockville, coordinating and participating in the City’s boards and commissions, and provides staff support to the Board of Supervisors of Elections, Compensation Commission, and Charter Review oversee the City’s archival records to ensure the preservation and protection of the City’s historic documents, and administering a fair and impartial process for City elections.

Administrative support for the Mayor and Council's Office
Sara Taylor-Ferrell was appointed as Rockville City Clerk/Director of Council Operations in September 2018. Ms. Taylor-Ferrell has more than twenty-five years of experience working for the City, with the majority of that time in the Clerk’s office.
Ms. Taylor-Ferrell is a member of the Maryland Municipal Clerk’s Association, International Institute of Municipal Clerks, and the Metropolitan Washington Council of Governments Election Committee. She has completed the Maryland Open Meetings Act training and is a graduate of the Academy of Excellence in Local Governance School of Public Policy, University of Maryland.
