All city employees involved in procurement activities must:

Act impartially and with the highest integrity to foster public trust and ensure open, fair competition for city business.
Uphold the dignity and value of public service and the responsibilities of being a trusted steward.
Immediately disclose any real or perceived conflict of interest involving a vendor with whom they or a family member have a financial relationship, and recuse themselves from related activity.
Avoid granting or requesting personal favors, and approach all issues objectively and fairly.
Decline all gifts or gratuities from vendors, in accordance with Section 16-23 of the Rockville City Code.
