About Submit a Public Information Request

The City of Rockville provides access to public records in accordance with the Maryland Public Information Act. The city manager is the city’s official custodian of records for MPIA requests. Requests for information under the MPIA require production of existing public records under the city’s control. The MPIA does not require the city to compile information from existing records or create new records in response to requests.

Some public records are available without a formal MPIA request. Visit the Public Records Available Without MPIA Request section below to determine whether the record you are seeking can be requested directly from the appropriate department without submitting an MPIA request.

If the record is available on the city website, department staff will direct the requester to the website for the information. Police records are available once the investigation is complete. Historical records may not be available for immediate inspection. If they are not immediately available, staff will provide the records as soon as possible. Please note that a reasonable amount of time will be needed to provide the information.

Written Requests

If you prefer to make a written request, complete the Maryland Public Information Act Request Form. Your request should clearly identify the records you are seeking, including a specific subject matter, date or date range, and names or titles of individuals who may have relevant documents, if known. This helps ensure the records can be retrieved efficiently. Written requests can be faxed to 240-314-8130, emailed to mpia@rockvillemd.gov, or mailed to Mary Grace Sabol, MPIA Coordinator, Office of the City Manager, 111 Maryland Ave., Rockville, MD 20850.

Time Limits

The city will respond to your request within a reasonable period, but no more than 30 days after receiving the request. City staff will contact you if additional information is required and provide an estimated charge for your request, if applicable. If the estimated time to produce the public record exceeds 10 working days, the city will notify you in writing or by email with the anticipated time needed to produce the record, an estimate of the potential fees, and the reason for the delay. A response may include copies of the requested records or notification that the records are available for review. If additional time is required due to the nature of the request, city staff will contact you to discuss an extension. If the city is not the custodian of the requested records, staff will notify you within 10 calendar days of receiving the request.

Fees

The first two hours of staff time for search and review are free. After that, review costs for staff and attorney time are prorated based on individual salaries and the actual time spent searching for and preparing the public record.

The first 40 pages of black-and-white, single-sided copies are free. Additional copies incur a materials fee.

For requests with an estimated initial cost of $300 or more, the city will require a 50% deposit due five days after the estimate is provided. No records will be released until all required fees are paid.

A waiver of fees may be requested in writing from the custodian of records. The custodian of records may waive a fee if, after considering the applicant’s ability to pay the fee and other relevant factors, the custodian of records determines that the waiver would be in the public interest.

Some public records are available without a formal MPIA request. Records listed for immediate inspection refer to the current policy document or records within the current fiscal year.
