About Submit a Witness Report in Traffic Enforcement

The Rockville City Police Department’s Witness Report in Traffic Enforcement (WRITE) program allows community members to report vehicles for minor traffic violations by phone or by submitting the form below.

When a report is submitted to the Rockville City Police Department with information about the incident, including the date, time, location, vehicle description, and a brief account, a letter is sent to the vehicle’s owner describing the offense and urging compliance with traffic laws.

The letter is written diplomatically, encouraging the owner to correct their driving habits if they were the operator or, if someone else was driving, to address the situation appropriately. The program has been well received, particularly by parents of young drivers and business owners with employee drivers.

The program also allows complainants to address traffic concerns without the burdensome judicial process of obtaining a warrant, issuing a District Court summons, or making a court appearance.
