Office of Professional Responsibility
Complaints are handled by the Office of Professional Responsibility (OPR), which conducts fair, unbiased,
and timely investigations into allegations of misconduct by sworn officers, including excessive force,
discourtesy, and poor service. The office reports directly to the chief of police and operates independently
from all other sections and divisions of the department. OPR takes every complaint seriously and is
committed to thorough and fair investigations.
Complaint Policy
The department investigates all complaints or concerns regarding employee conduct when an individual believes an employee acted improperly, violated the law, or broke department policy. Complaints alleging misconduct by a sworn officer and involving a member of the public must be reported to the Montgomery County Police Accountability Board (PAB).
The PAB and Administrative Charging Committee (ACC) review each administrative investigation and
determine whether the officer will be charged. If charges are filed, the ACC recommends discipline
based on a matrix established by the Maryland Police Training and Standards Commission (MPTSC) and
adopted by the Rockville City Police Department.
Submitting a complaint does not affect any criminal or civil charges filed against an individual by police. Only the courts and the State’s Attorney’s Office can resolve those matters.
How to File a Compliment or Complaint
File complaints as soon as possible after an incident. Delays can hinder the investigation. Complaints remain confidential until the investigation is complete. Information about complainants, witnesses, and employees will not be disclosed until then.
To file a compliment or complaint, submit a written letter or a completed form to rockvillepolicecomplaint@rockvillemd.gov. Be as specific as possible about dates, times, locations, involved individuals, witnesses, and the alleged misconduct. Just as you have the right to due process, so does the department member.
