About Rockville Emergency Assistance Program
We understand that hard times happen, so the City of Rockville offers emergency financial assistance through the Rockville Emergency Assistance Program (REAP) to eligible Rockville residents in need of temporary relief for evictions, utility shut-offs, prescription medications, medical and dental expenses, food, and other basic needs.
Referrals for emergency food, clothing, financial and employment counseling, and other types of assistance are also provided. For Rockville residents over 60 who are in need of financial assistance with prescription costs under $200, contact the Housing and Community Development Department at 240-314-8300.
If you are a furloughed federal employee experiencing a financial crisis, please reach out to us to discuss your situation and the resources available.
Eligibility
- Applicants must be current residents of the City of Rockville for a minimum of six months. Use our address finder at www.rockvillemd.gov/services to determine if you live within Rockville city limits.
- Applicants seeking rent assistance must have a current eviction notice from the court, such as a Summons to Appear for Failure to Pay Rent, a Writ or Warrant of Restitution, or a red-and-white Final Eviction Notice from the Montgomery County Sheriff’s Office.
- Applicants seeking utility assistance must have a current utility shut-off notice, or the service must already have been disconnected.
- Applicants must demonstrate financial need due to loss of employment, ongoing financial difficulty, loss of family wage earner, unexpected medical bills, or other financial emergencies.

Before receiving assistance through the City of Rockville, residents must first apply for emergency assistance through Montgomery County Department of Health and Human Services (DHHS).

Montgomery County DHHS will submit a referral to the City of Rockville on behalf of eligible city residents for a REAP application to be processed.
Schedule an Appointment
If you have received a referral, schedule an appointment with the City of Rockville Housing and Community Development Department by calling 240-314-8300.
Note: Montgomery County DHHS does not cover payments to third-party utility providers. If you have a third-party utility provider, you will still need a referral from Montgomery County DHHS before scheduling an appointment with the City of Rockville.
