About Single-Family Rehabilitation Program
Funded by the Community Development Block Grant (CDBG) Program, the Single-Family Rehabilitation Program allows eligible Rockville homeowners to apply for assistance to make improvements to their homes. The City of Rockville prioritizes low-income homeowners who meet gross income requirements, based on the severity of repair need.
Typical repairs include:
- Roof replacement.
- Plumbing and electrical upgrades.
- Furnace replacement.
- Kitchen and bathroom rehabilitation.
This program is intended to correct code deficiencies, not make property improvements. The rehabilitation specialist prioritizes code deficiencies to address the most serious problems. If the home was built before 1978, lead testing is required. If lead-based paint is found to be in a deteriorated condition, it must be addressed before any other work is undertaken. Lead-based paint remediation may be covered by the program.
Home improvement work may be performed on your home at no cost to you unless your home is sold, rented, or transferred within five years after the completion of the work. No monetary loans are involved. If you sell, rent, or transfer your home within this time frame, you will be required to immediately pay back a percentage of the contract price, which is reduced by 20% per year for five years. The maximum expenditure per household is $25,000.
Eligibility
Eligibility is based on family size and annual household income. Incomes listed below are effective May 2024.

In addition to income requirements, the following eligibility criteria will be reviewed. For more details, see the Single-Family Rehabilitation Program Summary.
- The home must be the owner’s primary residence.
- The owner must not own another home or condominium.
- The owner must not owe more than the home’s assessed value.
- Total assets must not exceed $150,000.
- Property taxes must be current.
- Ownership is verified through property tax records and the deed.

Complete the Eligibility Review
After the eligibility assessment is accepted, you will be notified by the rehabilitation specialist to complete the eligibility review. You will need to submit the most recent copies of the following:
- 
- Federal and State of Maryland tax returns.
- Income statements (e.g., W-2, 1099, retirement savings, investment accounts, pensions, or Social Security).
- Current homeowner’s insurance policy (must include coverage dates).
- Mortgage and/or home equity loan statement (must include balance).
- Checking and savings account statements (last two months).
 
Loan Disbursement
Application materials will be reviewed, and work prioritized by the rehabilitation specialist. The review process may take seven to 10 business days.
