About Express Permit Program
The City of Rockville is piloting an online, same-day (express) process that allows eligible residential permits to be reviewed and issued within the same business day.
Applications submitted on Tuesdays between 8:30 a.m. and 12:30 p.m. will be checked for completeness upon receipt. Complete applications with fees paid by 12:30 p.m. will be reviewed the same day, and permits issued if program requirements are met. Standard application fees apply; there is no additional cost for this program. Applications that do not qualify will move to the regular review queue and follow standard processing times.
Note: This program is in a pilot phase and is actively being improved. Some elements may not function as expected. If you encounter any issues, contact Nicole Walters at nwalters@rockvillemd.gov.
Program Guidelines
- Applications and payments must be submitted online through MGO Connect on Tuesdays between 8:30 a.m. and 12:30 p.m. In-person applications and payments will not be accepted.
- No more than five applications per applicant per day.
- Applicants must continue to monitor MGO Connect and their email account for items such as invoices, review comments, and any additional instructions. Failure to do so could result in the application not being processed during Express Permit Program hours.
- Only one resubmission to address staff comments is permitted.
- Any resubmission not reviewed during Express Permit Program hours will be moved to the regular review process.
- Resubmissions received after 12:30 p.m. will be processed as time and workload allow.
- Staff reserve the right to change an application from “express” to “standard” plan review.
Eligible Projects
- Fences that do not require review from other departments or outside agencies. Specifically, those that do not require Public Works Department, forestry, or historic district review, do not impact roadside trees, are not in drainage easements or in a floodplain.
- HVAC units, furnaces, and water heaters.
- Accessory structures less than 200 square feet not requiring historic district review or review from other departments or outside agencies.
- Accessory structures greater than 200 square feet but less than 500 square feet not requiring historic district review or review from other departments or outside agencies. Accessory Dwelling Units (ADUs) do not qualify for this program.
Ineligible Projects
- Bulk projects (seven or more).
- Applications associated with a building permit. Only stand-alone applications are eligible.
- Projects that require historic district review.
- Projects that require additional reviews outside of planning and building review by the Community Planning and Development Services Department.
- Projects that are associated with a Complaint and Violation (CAV) case.
- Accessory Dwelling Units (ADUs).

Required Documents
Express Mechanical Permits are for HVAC systems only. Applications must be accompanied by a house location survey, drawn to scale, showing the location of the unit to ensure compliance with setbacks.

- Architectural and Structural Drawings
- Property Plot Plan
- Homeowner Authorization Letter (if applicable)

Login During Express Permit Program Hours
On Tuesdays between 8:30 a.m. and 12:30 p.m., log in to www.rockvillemd.gov/mgoconnect.
Select Express Permit Application
Click the “Express Permits” button in the menu on the left, then select the appropriate application. Note: These application links are only visible on Tuesdays between 8:30 a.m. and 12:30 p.m.
Complete Permit Application
Complete the application and submit the required documentation.
