Halloween Safety Tips

Halloween brings an evening of fun and festivities. Use extra caution when driving because of the additional pedestrians outside. If you plan to drink alcohol, don’t drive; and don’t allow others to drive if they have been drinking. Take action to ensure that party guests get home safely. In 2023, nearly half of all crash fatalities during Halloween night were alcohol related.

Review the checklist below and visit the NHTSA website for additional Halloween Safety Tips to prepare for a safe and enjoyable Halloween:
For Trick-or-Treaters:

  • Costume Safety – it should fit well to avoid tripping & masks shouldn’t obstruct vision
  • Be Visible – carry a flashlight & wear reflective stickers or gear, if possible
  • Travel in Groups in Familiar Areas – stay in well-lit areas & carry a cell phone
  • Use Sidewalks & Cross at Intersections – look for cars in all directions & obey signs
  • Never Enter a Stranger’s House or Car – only visit houses with a porch light on
  • Don’t Pet Unfamiliar Dogs & Cats – extra holiday activity can make pets startle easily
  • Have an Adult Inspect Candy First – especially if children have food allergies
    For Drivers:
  • Slow Down & Be Prepared to Stop – drive at reduced speeds & be extra alert for children that may run across the street suddenly
  • Turn Headlights On – watch for kids in dark costumes, especially at dusk
    For Homeowners & Party Hosts:
  • Keep Holiday Décor & Candy Out of Reach from Babies & Pets – decorations can present choking, flammable, or toxic dangers for young toddlers & dogs
  • Clear Walkways and Steps – look for tripping hazards like loose stones or falling risks
  • Turn On Porch Lights & Yard Lights – help trick-or-treaters avoid uneven pavement
  • Secure Pets – keep pets that may be confused or overstimulated in a separate room if there’s a risk they may run away or jump on strangers at the door
  • Choose Safe Decorations – candles can become a fire hazard if left unattended – consider using battery-operated candles inside jack-o’-lanterns as a safer alternative
  • Help Guests Get Home Safely – choose a designated driver, schedule ridesharing or taxis, offer guests the option to sleep over, & provide non-alcoholic beverages

Custodial Arrests

  • 10/21/25, two males, ages 34 and 55, were arrested for shoplifting from a business and obstructing and hindering a police officer in the 300 Blk. N. Washington Street.
  • 10/23/25, a female, age 21, was arrested for driving under the influence in the 300 Blk. Hungerford Drive.
  • 10/24/25, a male, age 50, was arrested for assault and intoxicated public disturbance in the 600 Blk. Hungerford Drive.
  • 10/24/25, a male, age 23, was arrested for disorderly conduct and shoplifting from a business in the 13200 Blk. Atlantic Avenue.
  • 10/24/25, a female, age 62, was arrested for theft in the Unit Blk. Upper Rock Circle.
  • 10/25/25, a male, age 25, was arrested for shoplifting from a business in the 1500 Blk. Rockville Pike.
  • 10/25/25, a male, age 40, was arrested on an outstanding bench warrant at N. Washington Street and E. Middle Lane.
  • 10/26/25, a male, age 19, was arrested for theft in the 500 Blk. Carr Avenue.

Incidents

  • 800 Blk. Rockville Pike, an unknown male subject stole the victim’s Gotrax electric scooter and personal property at 10:20 a.m. on 10/20/25 while the victim was waiting for service at a business. Subject is described as: a white male with curly hair wearing a light sweater, dark jacket, and dark pants.
  • 600 Blk. Blandford Street, a known male subject attempted to physically remove the victim from his residence after she refused to leave at 10:16 a.m. on 10/21/25. The victim was referred for charges and obtaining a peace order.
  • 800 Blk. First Street, a known male subject and three unknown subjects spat on an individual and attempted to start a fight with other juvenile subjects, who had prior grievances between themselves, at 6:10 p.m. on 10/21/25.
  • 200 Blk. Poplar Spring Road, a known male subject assaulted a family member when an argument escalated at 12:35 a.m. on 10/22/25. The victim was referred for charges and obtaining a protection order.
  • 14000 Blk. Cove Lane, an unknown male subject shattered the driver-side rear window of the victim’s vehicle between 3:22 a.m. and 3:26 a.m. on 10/22/25.
  • 100 Blk. King Farm Boulevard, an unknown subject broke into the victim’s locked vehicle by unknown means and stole a wallet between 5:30 p.m. on 10/21/25 and 7:00 a.m. on 10/22/25.
  • 11300 Blk. Piccard Drive, a known male subject called a business phone number multiple times between 8/9/25 and 10/22/25 and left harassing messages with employees for unknown reasons. The victim was referred for charges.
  • Unit Blk. Mannakee Street, an unknown male subject cut the bicycle lock and stole the victim’s black Werhy 350W electric scooter between 12:00 p.m. and 2:50 p.m. on 10/21/25. Incident reported: 10/22/25.
  • 9400 Blk. Blackwell Road, the victim discovered multiple charges on her credit cards that she didn’t recognize since 10/22/18 and reported the fraud on 10/22/25.
  • 800 Blk. Elmcroft Boulevard, an unknown subject broke into and ransacked the victim’s unlocked vehicle and stole the victim’s personal property between 5:00 p.m. on 10/21/25 and 5:00 p.m. on 10/22/25.
  • 1500 Blk. Rockville Pike, an unknown male subject stole merchandise from a business at 10:20 p.m. on 10/22/25.
  • 1200 Blk. Seven Locks Road, an unknown subject made bomb threats to a business by placing telephone calls between 9:52 a.m. and 11:30 a.m. on 10/23/25. After investigating, the threats were determined to be unfounded.
  • 100 Blk. Congressional Lane, an unknown subject forcibly opened the victim’s locked vehicle between 8:00 a.m. and 1:00 p.m. on 10/23/25 and stole personal property, of which a few items were located and recovered later that day.
  • 1500 Blk. Rockville Pike, an unknown male subject stole merchandise from a business at 3:40 p.m. on 10/21/25. Subject is described as: an unknown heavyset black male wearing a black durag, orange shirt, and brown jacket.
  • 800 Blk. Baltimore Road, an unknown male stole the victim’s wallet, which was left by the victim on the counter after purchasing merchandise at a business at 11:04 a.m. on 10/23/25. Incident reported: 10/24/25.
  • 900 Blk. King Farm Boulevard, a known female subject assaulted a family member at 12:35 p.m. on 10/24/25 when an argument escalated.
  • Unit Blk. Southlawn Court, two unknown male subjects assaulted the victim for unknown reasons at 10:30 p.m. on 10/24/25 after a game between their schools.
  • 1200 Blk. Allison Drive, the victim reported that a known male subject assaulted her at his residence on 7/12/25 at 7:17 p.m. Incident reported: 10/24/25.
  • Unit Blk. Elmcroft Court, the victim reported an unknown subject obtained her credit card information and placed two charges on her account between 10/1/25 and 10/23/25. Incident reported: 10/25/25.
  • 600 Blk. Hungerford Drive, a known male subject stole merchandise from a business between 11:30 p.m. and 11:42 p.m. on 10/24/25. Charges are forthcoming.
  • 900 Blk. Elmcroft Boulevard, an unknown subject made unlawful entry by obtaining the victim’s garage key and ransacked the victim’s unlocked vehicle between 12:00 a.m. and 10 a.m. on 10/25/25.
  • 100 Blk. Ladyshire Lane, an unknown subject broke into multiple vehicles in a parking garage overnight between 2:39 a.m. and 3:50 a.m. on 10/25/25 before breaking into and stealing the victim’s black 2021 Kia Seltos.
  • 1000 Blk. Rockville Pike, a known male subject stole merchandise from a business between 1:30 p.m. and 2:00 p.m. on 10/21/25. Incident reported: 10/25/25. A warrant has been issued.
  • 1500 Blk. Rockville Pike, an unknown subject stole merchandise from a business at 12:56 p.m. on 10/26/25.
  • 300 Blk. King Farm Boulevard, an unknown subject entered the victim’s vehicle, which was possibly unlocked, between 6:00 a.m. on 10/24/25 and 6:00 p.m. on 10/26/25 and ransacked and stole currency.
  • 1600 Blk. Rockville Pike, three known juvenile subjects stole merchandise from a business at 5:04 p.m. on 10/26/25. The subjects were released to their parents without charges due to their age.
  • 800 Blk. Festival Street, the victim discovered that an unknown subject stole two money orders between 9/3/25 and 10/13/25 during a move and cashed one of them on 9/16/25. Incident reported: 10/27/25.
  • 14700 Blk. Southlawn Lane, an unknown subject stole blank checks and a debt card from a business, which was discovered by the owners when the subject attempted to cash them and make charges between 10/16/25 and 10/21/25. Incident reported: 10/27/25.
  • 1500 Blk. Rockville Pike, an unknown male subject stole merchandise from a business at 3:19 p.m. on 10/27/25.
  • 800 Blk. Hungerford Drive, an unknown male subject stole merchandise from a business at 4:15 p.m. on 10/27/25.
  • 1500 Blk. Rockville Pike, an unknown male subject stole merchandise from a business at 6:35 p.m. on 10/27/25.
  • 300 Blk. Fortune Terrace, an employee discovered that a customer had used counterfeit currency to pay for a transaction at 10:28 p.m. on 10/27/25.
