Understanding Lights at Night & Crime Deterrence
As winter brings less daylight, it’s a good time to revisit the role of lights and safety. Data suggests that most burglaries are a result of opportunity and convenience. Burglars often consider factors such as: if no one is home, if the house is away from neighbors, traffic, or passersby, and if they believe they can break-in and complete their crimes quickly.
To make homes and businesses less of a target, several measures can be utilized such as installing cameras and alarm systems, having fences and locked gates, and even getting dogs. Another critical part of nighttime community safety includes having adequate light from public streetlights and well-placed light fixtures on private properties.
For residences, lighting options can include:
- Indoor lighting programmed to make it seem like someone is home.
- Outdoor lights that are programmed around a schedule or manually turned on and off.
- Motion-activated lights, which can startle and scare away a potential burglar.
Lights during the night provide both a physical and psychological deterrent for criminals because lights increase the likelihood criminals will be seen and identified.
For neighborhoods, having well-lit streets improves pedestrian visibility, prevents traffic accidents, and overall makes residents feel safer.
In the City of Rockville, you can find out if a streetlight is located within the city limits and report a streetlight outage for lights owned by the City by submitting a form on-line. Use this interactive map to locate the streetlight number and location when filling out your on-line form. Most wooden poles in Rockville are owned by Pepco and are Pepco’s responsibility to repair. You can also access the map for these streetlights and submit a repair request for an outage. Streetlights and outdoor lighting at nighttime should be considered in evaluating the effectiveness of every public safety and home safety plan.

- 11/11/25, a male, age 37, was arrested on an outstanding warrant for failure to appear at the Rockville City Police Station.
- 11/12/25, a female, age 28, was arrested on an outstanding bench warrant at the Rockville City Police Station.
- 11/13/25, a female, age 22, was arrested for shoplifting from a business in the 1500 Blk. Rockville Pike.
- 11/13/25, a male, age 45, was arrested for activating a fire alarm under false pretenses in the 1400 Blk. Rockville Pike.
- 11/17/25, a female, age 25, was arrested for shoplifting from a business in the 400 Blk. Redland Boulevard.
- 11/17/25, a female, age 34, was arrested for shoplifting from a business in the 300 Blk. N. Washington Street.
- 11/17/25, a female, age 49, was arrested on an outstanding bench warrant at the Rockville City Police Station.

- 1000 Blk. Copperstone Court, a known subject reportedly assaulted the victim on 11/11/25. The victim was referred for charges.
- 1500 Blk. Rockville Pike, an unknown male subject stole merchandise from a business at 12:05 p.m. on 11/11/25.
- 700 Blk. Fallsgrove Drive, an unknown subject stole a package between 6:15 p.m. and 8:00 p.m. on 10/24/25 that was left on the victim’s doorstep.
- 1600 Blk. Rockville Pike, a known female subject stole merchandise from a business on multiple occasions between 3:07 p.m. on 10/20/25 and 12:05 p.m. on 10/31/25. Incident reported: 11/11/25. Charges are forthcoming.
- 1300 Blk. Clagett Drive, an unknown subject made unauthorized purchases with the victim’s EBT Snap card between 11:00 a.m. and 5:00 p.m. on 11/12/25.
- Unit Blk. Dawson Avenue, an unknown subject broke the glass of the entrance door to a business at 9:34 p.m. on 11/12/25 before fleeing.
- 200 Blk. N. Washington Street, an unknown subject discharged a firearm at 2:45 a.m. on 11/13/25, striking windows of two residences.
- 200 Blk. N. Washington Street, a known subject failed to return a rental vehicle between 8/7/25 and 10/22/25 despite multiple requests by the owner. Incident reported: 11/13/25. Charges have been filed.
- 600 Blk. Hungerford Drive, an unknown female subject stole merchandise from a business at 5:10 p.m. on 11/13/25.
- 16000 Blk. Shady Grove Road, a known subject assaulted the victim after an argument escalated at 5:45 p.m. on 11/13/25.
- 200 Blk. Congressional Lane, an unknown subject stole a package between 12:05 p.m. and 4:30 p.m. on 11/12/25 after it was delivered outside the front door of the victim’s residence.
- 1600 Blk. Rockville Pike, a known female subject stole merchandise from a business at 11:58 a.m. on 11/7/25. Charges are forthcoming. Incident reported: 11/14/25.
- 400 Blk. Robena Way, an unknown subject fraudulently obtained a loan in the victim’s name and transferred the funds into an unknown checking account at another bank between 10/31/25 and 11/7/25. Incident reported: 11/14/25.
- 400 Blk. College Parkway, known subjects assaulted the victim and fled at 4:00 p.m. on 11/14/25. The victim refused to cooperate with investigators.
- 600 Blk. Denham Road, an unknown subject broke into the victim’s locked vehicle by unknown means and stole personal property between 6:00 a.m. and 7:00 p.m. on 11/14/25.
- 1000 Blk. Rockville Pike, an unknown male subject urinated on the victim’s vehicle at 1:25 p.m. on 11/15/25.
- 900 Blk. Hungerford Drive, an unknown subject damaged and stole the components of multiple HVAC units in a business complex between 4:00 p.m. on 11/14/25 and 1:52 p.m. on 11/15/25.
- 200 Blk. N. Washington Street, an unknown subject cut the chain lock and stole the victim’s black and gray Volpam electric scooter at approx. 2:50 p.m. on 11/15/25 while it was parked.
- 700 Blk. Hungerford Drive, two unknown male and female subjects approached the victim while she was getting into her vehicle in a parking lot at 4:19 p.m. on 11/16/25 and tried to coerce her to purchase a gold necklace. When she declined, they prevented her from closing her car door and grabbed her necklace before fleeing into a newer-model Kia Sportage. The subjects were described as: a Middle Eastern male and female, the male being approx. 6’0”, 200 lbs. with a darker complexion, and the female with fair skin wearing a pink shirt.
- 13200 Blk. Atlantic Avenue, two unknown male subjects attempted to steal merchandise from a business at 12:19 a.m. on 11/16/25. When the employee told them to stop, one of the subjects struck the front window and caused it to break.
- 800 Blk. Elmcroft Boulevard, a known male subject, who was in a prior relationship and shared a residence, intentionally damaged a vehicle and violated a protection order on 11/16/25. The victim was referred for charges.
- 800 Blk. Rockville Pike, an unknown subject called an employee at a business at 12:10 p.m. on 11/16/25 and after fraudulently identifying herself as a corporate supervisor, tried to convince him to provide purchasing information so that she could ship supplies to the business.
- 1200 Blk. Potomac Valley Road, the victim reported that an employee of a residential facility became upset and hit her in the face at approx. 11:00 a.m. on 11/16/25. The victim was uncooperative in the investigation.
- 1200 Blk. Edmonston Drive, an unknown subject scratched the victim’s vehicle between 9:15 p.m. and 9:25 p.m. on 11/17/25.
- 15900 Blk. Frederick Road, two unknown subjects stole a black/blue 2023 Yamaha MT09 motorcycle at approx. 5:27 a.m. on 11/17/25 while it was parked overnight in a parking garage. The subjects fled in a red Acura SUV with the motorcycle.
- 1200 Blk. Clagett Drive, an unknown subject damaged the victim’s residence breaking a window by throwing eggs and shooting 4-5 BB gun pellets at 11:30 p.m. on 11/17/25.
