About Apply for a Community Development Block Grant

The Community Development Block Grant (CDBG) Program is a federal grant for housing and community development projects that benefit low- and moderate-income households or neighborhoods. 

Rockville will begin accepting applications for federal CDBG funds for FY 2027 on July 4, 2025. FY 2027 grants will fund projects for July 1, 2026 – June 30, 2027.

Complete the Application

Start the application process by visiting the online grant portal and clicking the “Create New Account” button to set up your login credentials. Click the “Apply” button and complete the Eligibility Form to determine if your organization qualifies for this grant. Applications open on July 4, 2025. Complete the application and submit it by Oct. 10, 2025.

Attend the Public Hearing

The city will hold a public hearing at Rockville City Hall on community needs for CDBG projects. Applicants are encouraged to attend. The public hearing will be held during the Mayor and Council meeting on Sept. 8, 2025. Testimony is limited to three minutes for individuals and five minutes for an association or organization. Written testimony is also accepted. If you would like to provide testimony, contact the Office of the City Clerk/Director of Council Operations at 240-314-8280.

FY 2025 Funded Projects

$263,000 was allocated in total for FY 2025 projects.

$75,000 was allocated for the City of Rockville’s Single-Family Rehabilitation Program.

$70,870 was allocated for Housing Unlimited to upgrade a shared housing unit purchased in 2023 that assists the mental health recovery of residents. Upgrades include:

  • Installation of new kitchen cabinetry, countertops, and appliances.
  • Upgrade of two bathrooms to include walk-in showers, new vanities, and toilets.
  • Painting and flooring installation throughout the unit.

$19,945 was allocated for Interfaith Works to renovate its Women’s Center at Taft Court to improve the physical living conditions and enhance safety. Improvements include:

  • Installation of a new shower for staff.
  • Enhancement of security and safety through installation of five floodlights.
  • Electrical configuration.
  • Replacement of exterior windows.
  • Repainting and restriping of the parking lot.

$22,185 was allocated to Community Reach of Montgomery County for repair and maintenance of Jefferson House, one of its units that serves as permanent supportive housing. The proposed scope of work includes maintenance and improvement projects to the interior and exterior of the house.

$75,000 was allocated for Rockville Housing Enterprises to add submeters for townhome units at its public housing site, the David Scull Courts community.
