Board of Supervisors of Elections

Established by Article III, Section 2 of the Rockville City Charter, the Board of Supervisors of Elections is responsible for conducting all city elections, registering voters, and maintaining records related to these functions. The board’s mission is to conduct fair, open elections that are safe and secure, provide access to the election process, protect the integrity of the vote, and maintain a transparent, accurate, and efficient process.

Meetings are held according to a schedule established by the board. Every four years, during an election year, meetings are held more frequently to perform special tasks, such as confirming candidacy for individuals running for office.

For election-related complaints, follow the board’s administrative complaint procedure and submit a complaint form to the Office of the City Clerk/Director of Council Operations.

Members

The Board of Supervisors of Elections consists of five members appointed by the Mayor and Council. Board members elect their own chair and serve four-year terms, or until their successors are appointed, beginning on the first Monday of June.

2023 Election

The board’s 2023 election report describes the conduct and results of the election, the board’s accomplishments in preparing for and administering the election, problems that arose during the election, and the board’s efforts to enforce Rockville’s campaign finance law against violators. The report also includes suggested changes to Chapter 8 of the Rockville City Code and lessons learned from the election.

The board provided the Mayor and Council three categories of recommendations for the 2027 election:

  • Recommendations for actions by the Mayor and Council.
  • Recommendations for the Board of Supervisors of Elections and city staff.
  • Suggested amendments and additions to Chapter 8 of the Rockville City Code.

Supplemental information specifying the board’s recommended changes to enforcement procedures of Chapter 8 was provided to the Mayor and Council in February 2025.
