Office of the City Attorney

The City of Rockville’s Office of the City Attorney is a professional in-house legal team made up of five attorneys and two support staff. The office is led by the city attorney, who is appointed by the Mayor and Council to serve as the legal advisor to the Mayor and Council, all boards and commissions, the city manager, and city staff on legal matters affecting the city.

Our mission is to serve the Mayor and Council by providing high-quality legal representation. We partner with the Mayor and Council, the Office of the City Manager, and the Office of the City Clerk/Director of Council Operations to find creative solutions to the opportunities and challenges facing the City of Rockville.

Services

Services provided by the Office of the City Attorney include:

  • Providing legal counsel at Mayor and Council meetings, and as needed, at meetings of the city’s
    boards and commissions.
  • Preparing, negotiating, and reviewing all legal documents involving the city.
  • Drafting and reviewing ordinances, resolutions, and amendments to the Rockville City Code and Charter.
  • Interpreting local, state, and federal laws.
  • Representing the city in legal proceedings before federal and state courts and administrative agencies.
  • Defending the city in petitions for judicial review of decisions made by the Mayor and Council, boards, and commissions.
  • Advising city officials on rick management and legal compliance.
