Office of the City Clerk/Director of Council Operations

The City of Rockville’s Office of the City Clerk/Director of Council Operations supports the Mayor and Council by providing administrative assistance, attending official meetings, preparing and managing meeting records and legal notices of the elected body, and serving as a liaison between the elected body and Rockville residents. The office also coordinates and participates in the city’s boards and commissions, provides staff support to the Board of Supervisors of Elections, Compensation Commission, and Charter Review Commission, oversees the city’s archival records, and administers a fair and impartial city election process.

Sara Taylor-Ferrell, City Clerk / Director of Council Operations

Sara Taylor-Ferrell was appointed City Clerk/Director of Council Operations in September 2018. She brings more than 27 years of experience with the City of Rockville, beginning in the Community Services Division and spending most of her tenure in the Office of the City Clerk.

As elections administrator and voter registrar, Taylor-Ferrell oversees all municipal elections, ensuring they are conducted in compliance with city election laws. She is dedicated to maintaining the highest professional standards in voting processes and fostering public confidence in fair and accurate election outcomes.

Her extensive experience has helped her build effective, collaborative relationships with elected and appointed officials, city staff, and outside consultants. Before joining the City of Rockville, Taylor-Ferrell worked at IBM and gained additional professional experience as a paralegal and mortgage post closer.

Taylor-Ferrell is an active member of the Maryland Municipal Clerks Association, the International Institute of Municipal Clerks, and the Metropolitan Washington Council of Governments Election Committee. She has completed Maryland’s Open Meetings Act training and is a graduate of the Academy for Excellence in Local Governance at the University of Maryland’s School of Public Policy. She holds an associate degree in business administration from Valley College in Martinsburg, West Virginia.
